  • Salary Range: $135,860 - $207,190 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

 

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

 

Position Summary

The Plant Engineering organization provides engineering oversight, program support, and qualified staff to support the Hanford Tank Waste Treatment and Immobilization Plant (WTP) mission. Near term support is provided by the Waste Treatment Completion Company (WTCC). The mission includes safely storing, treating, and immobilizing the highly hazardous radiological wastes created during prior periods of nuclear processing at the Hanford Reservation.

 

The Plant Engineering organization and programs provide the framework for executing engineering work. Plant Engineering personnel are responsible for the technical adequacy of Plant Engineering products and decisions. This management position is within the Plant Installed Software group and is responsible for the software configuration identification, change control, and configuration status control up to retirement. Plant Installed Software includes the Integrated Control Network (ICN) developed software and ICN support software. The Plant Installed Software manager works with management, consultants, developers, and users to compile and prioritize software/system enhancements and defect resolution. The role directly supports the computing needs of the Plant Operations organization.

 

Responsibilities

  • Manage a diverse group of Plant Engineers to achieve Plant Installed Software objectives.
  • Manage an engineering group in determining operability and correcting out-of-specification conditions.
  • Establish organizational goals and objectives within the assigned area of responsibility.
  • Develop organizational values and vision related to quality and safety.
  • Encourage opportunities for positive and productive relationships with peers both within and external to Plant Engineering
  • Mentoring team members for improved performance
  • Assemble timely and accurate oral and written technical reports on assigned activities.
  • Ensure the health and safety of self and staff by implementing the principles of ISMS.
  • Assist assigned engineers in determining operability and correcting out-of-specification conditions.
  • Support control of field work in assigned areas, including integration of project activities, repairs, and equipment operations activities.
  • Support operations, maintenance, and commissioning of the WTP Facilities
  • Remain apprised of operational status and ongoing modification activities.
  • Provide technical review of facility/system related procedures and work instructions.
  • Assist with authoring software project plans, requirements, design, and test plans and reports and reviewing the work of others.
  • Assist with designing and implementing new or existing complex software application programs and reports according to project software standards and conventions.
  • Assist with resolution of integration issues between field devices and the control system.
  • Assist with coordination of required software design changes and software supplier document reviews amongst the various stakeholders.
  • Assist with resolution of design issues necessary to support plant operations and/or maintenance.
  • Review Project design and other documents for operations, maintenance, and testing impacts and providing alternative solutions.
  • Interface with subcontractors, vendors, and project support groups
  • Complete required training and maintain qualifications associated with assignments.
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.

 

Qualification and Skills
Basic Qualifications:

  • Bachelor’s degree in engineering, Computer Science, Math or an equivalent information technology field.
  • Minimum of fifteen (15) years of control system experience, preference is given to experience in software activities on DOE projects; minimum of two (3) years supervisory experience.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Must possess the right to work and remain in the US without sponsorship.

 

Additional Qualifications:

  • Professional Engineering License
  • One year of nuclear facility experience
  • Experience in processing facilities, DOE facilities, or DOD facilities
  • Experience with national consensus codes and standards
  • Experience with software change control processes and procedures
  • Experience with software quality engineering principles for the management, design, and testing
  • Programming experience with ABB Industrial/Distributed Control System Applications, Microsoft Access, Oracle, and/or SQL server database querying
  • Experience with PROFIBUS DP, Foundation Fieldbus, and Modbus RTU
  • Experience implementing software using IEC 61131 programming languages: Function Block Diagram, Structured Text, Sequential Function Chart, and Ladder Diagram
  • Experience with the implementation of Integrated Safety Management (ISM) work control process.
  • Experience developing maintenance work instructions and supporting documentation.
  • Experience with project management and the capability to manage multiple assignments.
  • Planning and scheduling of engineering tasks as well as delegation of assignments
  • Project change control and risk management process
  • Candidate must have excellent written and verbal communication skills.
  • Candidate must be proficient in Microsoft application suite (e.g., Word, Excel, Access, Visio, PowerPoint, etc.)
