Job Description
Performs difficult professional and administrative work in Planning, Ordinance and Code Research associated with Community Development; does related work as required. Works in a Team environment, performs research on individual efforts to develop strategies, create briefs, proposals, and documents reflecting research. Proposals are professional documents that articulate well thought out and researched information.
Essential Duties & Job Functions:
Develops, reviews, and presents plans. Performs research using public websites to create plans for developments such as housing, commercial, and recreational projects.

Research zoning requirements supporting planning.
Determine setback requirements.
Performs site plan reviews.
Reviews commercial, industrial, and residential plans and permitting requirements for site plan and zoning compliance.
Develops and submits permit applications.
Prepares briefs using planning information to support public hearing process before the Planning Commission and Board of Supervisors. To include, text amendments, special exception permit applications, rezonings, exceptions and the like.
Collect, review, and validate business licenses for prime / sub-contractors supporting applications for construction.
Assists in planning and creating site plans, obtains plats, submits zoning requests, permits, erosion control plans and other documents to obtain approval.
Typical working hours 8 a.m. – 4 p.m. May require participating in meetings outside of core office hours.

Job Requirements (Education, Experience, Professional Associations)
Education: Bachelor’s degree in a course of study (preferably in business management, community planning, urban planning and policy, environment planning or a related field)
Training / knowledge using ArcGIS, Municity 5, (or similar tools) online land records, field tools, and surveys.
Possession of Erosion and Sediment Control and Stormwater Plan Reviewer certification, Virginia Association of Zoning Officials certification, and American Institute of Certified Planners (AICP) certification preferred.
Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated.
Experience: (1-2 years)
Working with commercial developers.
Researching zoning codes, GIS overlays, county and department policies and procedures.
Using planning principles and practices.
Utilizing computers and job-related planning software.
Reading plans and interpreting technical reports.
Interpersonal relations dealing with both public and government offices / representatives.
- Adept in oral and written communication.
Physical Requirements
This position is considered primarily office work and routinely requires lifting of up to 20 lbs. (ex. Box of copy paper) and more rarely up to 50 lbs. when working in the field environment (ex. Survey set, tool box) . Office work requires frequently getting up from sitting position to meet customers and teammates at counter / draft table. Work out of office though rare, average twice per month, may require walking in environment dictated by season (cold, hot). Requires normal hearing (can be corrected using aids) and ability to communicate verbally at normal to higher than normal levels, depending on the environment and hearing of customers.
