What you'll be doing:
Manages the Planning & Zoning Division. Coordinates the review of all public hearing items, including plats, site plans, variances, signs, land use plan amendments, rezonings, and other planning functions as required. Long-range planning functions include required updates to the City's Comprehensive Plan and other related documents. Position relies on advanced level experience and exercises independent judgment to determine the best approach by using and interpreting policies and procedures. Position seeks technical guidance only on unusual or complex problems or issues.
Essential Job Functions
  • Meets with potential applicants, receives and routes new development applications (such as rezoning, site plans, etc.) for multi-departmental review, and performs zoning review on pending applications
  • Reviews and approves building and engineering permits based for consistency with land development regulations or previously-approved site plans, and the City's municipal code
  • Reviews development applications for consistency with the Land Development Code and Comprehensive Plan
  • Provides planning support through the Development Review Committee (DRC) process, and may be required to lead process
  • Conducts technical research studies and analyses, and prepares statistical reports and recommendations
  • Responds to inquiries and coordinates meetings related to potential land development or modifications to existing properties
  • Provides technical assistance to citizens and developers to facilitate compliance with development standards and regulations
  • Conducts required research related to zoning inquires
  • Assists in design for parks, streetscapes, and other municipal projects
  • Creates documents, graphics, forms, and maps as needed
  • Creates, compiles, and records staff comments
  • Provides strategic Planning and budget support
  • Prepares and processes resolutions and ordinances, including amendments to the City's Land Development Code
  • Prepares staff reports and related agenda backup materials
  • Attends and presents planning-related items at the Planning & Zoning Board and Commission meetings as required
  • Provides staff support to the Planning & Zoning Board
  • Performs other related duties as assigned.

Qualifications
MINIMUM EDUCATION AND EXPERIENCE
  • Bachelor's Degree from an accredited four-year college or university with a major in Urban Planning or related discipline, with a Master's degree preferred.
  • Minimum of five (5) years of progressive experience in Planning and Zoning.
  • AICP certification is required.
  • Must possess a valid driver's license with an acceptable driving record.
  • Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of urban planning processes and procedures
  • Knowledge of plan review and building permit processes
  • Knowledge of local government Comprehensive Planning requirements
  • Knowledge of City, State, and regional land use policies, regulations, and legislation
  • Skill in Microsoft Office products (Word, Outlook, and Excel)
  • Skill in GIS applications
  • Skill in providing good customer service
  • Ability to multi-task while working with tight deadlines and shifting priorities
  • Ability to quickly and independently learn new software
  • Ability to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions, and implement recommendations in support of goals
  • Ability to organize work for timely completion
  • Ability to work with minimal supervision
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes
  • Ability to clearly communicate, both orally and in writing
  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work

Working Conditions & Physical Requirements
  • Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
  • The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
  • Additionally, the following physical abilities are required: manual dexterity, grasping, handling, hearing, lifting, mental acuity, speaking, standing, stooping, talking, visual acuity, and walking.
  • The incumbents in this position will be required to work pre, during and post emergency operations related to tropical storms, hurricanes, tornados, floods, fires and acts of terrorism.

Health Insurance
The City of Parkland recognizes that every employee is unique and strives to provide a benefits package that puts the employee in control. As such, you have the option of selecting from two comprehensive health plans: a Health Maintenance Organization (HMO) and a Point of Service (POS). The City provides employees with the HMO Single Coverage plan at no cost to the employee. Employees can elect to add dependents to the HMO plan or choose the POS plan at a reduced premium. Choose the plan that best fits your and your family's needs. Coverage is effective the first of the month following your start date.
Dental and Vision Insurance
Employees may also elect dental and vision coverage. The City provides two options for dental coverage which includes the Cigna Dental Care DHMO plan at no cost to the employee for single or family coverage, or the Cigna Dental Care PPO plan at a reduced premium. Vision insurance is offered through EyeMed at a reduced premium for employees and their dependents.
Retirement
The City offers retirement options through Mission Square Retirement which includes:
  • A 11% contribution to your 401(a). The vesting period is 5 years.
  • The option to defer compensation on a pre-tax basis to a 457 account. The City will match a 4% contribution!
Life, AD&D, and Long-term Disability Insurance
The City provides Basic Term Life and Accidental Death and Dismemberment (AD&D) insurance through Cigna at no cost to the employee. Basic Life Insurance is provided at 1x the employee's annual earnings up to $50,000. Employees may elect additional coverage for themselves, spouses, or children at a reduced premium. The City also provides Long-term Disability Insurance to employees at no cost to the employee.
Flexible Spending Accounts
The City offers two flexible spending accounts, Health Care Reimbursement Account and Dependent Care Reimbursement Account, which gives employees the option to set aside pre-tax dollars to pay for qualified medical expenses and eligible dependent care (day care) expenses.
Leave
The City offers paid time off to employees to include vacation, sick, personal, and holiday. Eligible employees receive:
  • 11 paid holidays plus 2 personal days
  • 9 to 20 vacation days depending on tenure of employment
  • 8 hours of sick leave accrued per month
Professional Development
The City offers a tuition and certification reimbursement program so you can continue to develop your career as a public sector professional.
Additionally, our Public Works employees are eligible to participate in a laddering program that allows you to advance through levels with corresponding pay increases through years of service and obtaining job specific certifications.
