Summary
This position is located in the Bureau of Overseas Buildings Operations (OBO), Planning and Real Estate (PRE) Directorate.The incumbent serves as Planning and Coordination Specialist responsible for providing expert project management advice and assistance to the OBO Senior Steering Committee.The incumbent also provides guidance on varying aspects of designing, implementing, managing, and improving the OBO Capital Planning Process.

Duties
  • Develops, implements, manages, and updates the capital planning decision-making framework supporting the planning, design, construction, and maintenance of functional facilities across the worldwide OBO functional real property portfolio.
  • Collaborates with regional bureaus, Diplomatic Security, Budget and Planning, Consular Affairs and tenant agencies to establish the Capital Planning Process policies and procedures.
  • Designs, manages, controls, and makes recommendations to improve the OBO Capital Planning Process (CPP) while considering program cost, capital investment schedules, project performance, and risk management.
  • Leads a multifunctional team of real estate professionals and subject matter experts focused on achieving successful capital planning outcomes in support of the OBO Functional Bureau Strategy (FBS) and DOS goals and objectives.
  • Identifies and recommends efficient and effective methodologies to accomplish capital planning across OBO in a manner that supports OBO in achieving its mission to provide safe, secure, functional, and resilient facilities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
  • Experience creating strategies and plans to address overseas facilities issues with broad policy and resource impact.
  • Experience serving as the point of contact with high level officials from various organizations regarding planning aspects of an overseas real estate program.
  • Experience providing authoritative advice and guidance on real property information management projects and processes to senior management officials.
  • Experience establishing performance goals, targets, and performance metrics for monitoring strategic planning programs.

There is no substitute of education for specialized experience for the GS-15 position.
