GENERAL STATEMENT OF JOB
Assists in all phases of planning and permitting operations and administration.
ESSENTIAL JOB FUNCTIONS
• Assists in development of elements of the County Comprehensive Plan (i.e., transportation, land use, housing, infrastructure, capital improvements, conservation and natural resources)
• Researches, compiles, analyzes and displays data for problem solving and official publication regarding county planning and permitting issues.
• Assists in the preparation of economic development and redevelopment policies and strategies.
• May train or assist with training junior staff in development review and related programs.
• Reviews and analyzes reports, studies and other documents.
• Compiles reports and records for documentation purposes, accountability, and future reference (i.e., impact studies, population data and analysis, maps, diagrams).
• Analyzes demographic, statistical and other forms of data for incorporation into comprehensive planning tasks.
• Establishes and maintains a comprehensive tracking system for all current and proposed plans and projects to ensure access, regulatory compliance and review.
• Administers grant programs, to include seeking grant opportunities and completing grant applications.
• Responds to public inquiries concerning municipal and county planning and development activities.
• Processes sign and billboard applications, home occupations, beverage license applications, grandfather issues, and site plan applications for development permits and orders.
• Attends and participates in various meetings relevant to design and plan review, planning and zoning, storm water, construction and development.
• Performs site plan inspections for compliance with Okaloosa's Land Development Code and Comprehensive Plan.
• Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Education, Training, and Experience: Bachelor's degree in Planning, Geography, GIS or closely related field supplemented by a minimum of two (2) years of progressively responsible experience in urban planning, wetland management or related activities, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. GIS experience preferred.
Licenses and/or Certifications: American Institute of Certified Planners ("AICP") certification preferred. Requires a valid driver license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machines and equipment including computer, office equipment, telephone, facsimile and copier. Must be able to exert up to 60 pounds of force occasionally and/or a negligible amount frequently to lift, carry, push and pull or otherwise move objects. Requires some twisting, bending and stooping. Requires the ability to occasionally conduct site visits following disaster events. Physical demands are essentially those of sedentary work.
Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires ability to read moderately to highly complex technical data, policy and procedure manuals, codes, etc. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of spelling, grammar, punctuation, diction and style. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.
Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret a variety of instructions in written and oral form, to make independent judgments in absence of supervision and to acquire knowledge of topics related to primary occupation.
Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages. Requires the ability to compute ratio and proportion. Requires the ability to interpret graphs.
Interpersonal Temperament: Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines or peak workloads.
