Description
This professional position requires advanced knowledge and skill and includes work requiring the consistent exercise of discretion and judgment. The planner II has a high-level of technical and professional competencies with a proven and verifiable track record of success performing as a planner I. The position implements creative planning, land use and process solutions to coordinate the work of multiple disciplines within the community development department or Administrative Services and throughout the city; performs a variety of comprehensive planning and development activities, technical reviews of development and land use applications; provides guidance and information to planners within the organization on planning, community development, civil engineering, zoning, and environmental review; prepares staff reports for plan review and site development; performs technical assessments; prepares written project analyses and makes written recommendations; assists in the administration and enforcement of the policies, plans, ordinances, zoning, and subdivision regulations. The planner II is the primary liaison to the boards and commissions such as, Planning Commission, Architectural Review Board, Board of Zoning Appeals, Parks & Trails Advisory Board and the Rocky Fork Blacklick Accord.
Examples of Duties
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Maintains up to date knowledge of comprehensive planning, urban design, zoning, software and other discipline topic areas

  • Manages and conducts plan reviews of complex or sensitive development proposals and plan review assignments with minimal supervision; assists in the expediting of plan review and permit coordination for targeted private development projects

  • Prepares, reviews and approves various public reports and correspondence such as staff reports, project analysis, etc., through independent research and gathering information; administers and enforces policies, plans, ordinances, zoning, and subdivision regulations with minimal supervision; reviews and prepares code amendments

  • Attends board and commission and/or city council meetings; presents information and represents staff in permit/application discussions and decisions

  • Manages long range planning projects and studies; provides data and analysis on land use and planning issues; manages the creation of long-range plans for the community such as the strategic plan, village center plans, or other area plans and studies

  • Oversees, mentors and guides the work of planners within the organization; assigns boards and commissions cases to planners within the organization with consultation of the planning manager and/or the director; coordinates and oversees plan review assignments with other planners within the organization

  • Coordinates consultant reviews of planning/zoning applications and proposals

  • Manages GIS implementation in the department in coordination with the GIS/IT Analyst

  • Performs on site commercial and residential zoning inspections as necessary

  • Performs work with other disciplines/departments as necessary

  • Maintains and updates the Community Development Department website

  • Investigates and responds to inquiries from city staff and the public, including engineers, developers and private citizens

  • Contributes to and coordinates monthly, quarterly and/or annual reports as requested
  • Position requires regular and predictable attendance

In addition to the examples of work above, when assigned to Administrative Services
  • Assists with the planning, organization and coordination of high priority programs or projects in the Administrative Services Department; coordinates various administrative functions of program/project which may include assistance with budget preparation, financial management and contract administration.

  • Creates detailed professional reports and visual aids with a high degree of accuracy; prepares and presents adeptly to various stakeholders both orally and in writing.

  • Serves as the point of contact for assigned boards & commissions; provides administrative support or substantive work for programs & projects; coordinates activities with other city departments, city boards and commissions, the public and outside agencies and organizations; follows through on identified project deliverables to achieve desired outcomes.

  • Responds to and resolves difficult and sensitive inquiries and complaints; research and investigate problems; provides solutions to problems.

Qualifications
A bachelor's degree in city and regional planning, engineering or related field and at three (3) years of professional experience in planning or community development; a master's degree in urban planning, architecture, engineering, or a closely related field is preferred and may substitute for one year of professional experience; or, the equivalent education and experience to provide the applicant with the necessary knowledge, skills, and abilities.
Possession of an Ohio driver's license at the time of appointment and ability to maintain insurability under the city's insurance policy.
Knowledge, Skills & Abilities
Ability to: read, understand, interpret, and critically evaluate schematic level planning documents, construction documents and engineering plans; interpret and advise on the application of policies, procedures, and standards to specific situations; research and write planning and zoning reports for the city; develop and standardize procedures and methods to improve the efficiency and effectiveness of planning services, projects, and activities; assess and monitor workload, operational processes, and internal reporting relationships; think creatively to solve varied problems and collaborate with teams; receive, investigate, and respond to problems and complaints in a professional manner; identify and report findings and take necessary corrective action; have regular and predictable attendance; operate a city vehicle; see and hear to accurately observe situations; handle confidential material in strict confidence; work irregular hours (evenings, weekends, holidays) and during special events; operate in the absence of clear expectations, precedence, or procedures; use independent judgment, common sense, and principals of influence and rational systems in the performance of tasks; behave in a friendly, understanding, helpful, and professional manner with co-workers, supervisors and the general public; be innovative and creative in developing land use and process solutions to coordinate the work of multiple disciplines within the community development department and throughout the city; establish and develop positive working relationships with community stakeholders, city council members, members of the management team, and all other staff, in order to support a high level of organizational performance.
Skilled in: accurately responding to questions in a prompt and thorough manner, both orally and in writing; patiently explaining complicated planning-related concepts in a way that is understood; presenting to groups in public, both orally and in writing; the use of AutoCAD, Adobe Creative Suite applications, ArcGIS and SketchUp and other development required computer applications, programs or systems; in composing correspondence, using proper grammar and punctuation.
Knowledge of: land use and development principles, practices, concepts, procedures, and methods; city operations, principals, practices, and policies and procedures related to community development and the planning process; techniques to involve citizens in planning processes; terminology, theory, principles, and practices in community development and planning.
