Job description

Introduction Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Function Professional Summary This position serves as an entry level Engineer for Storm Water Services.

During the first 12-months, the position will rotate through the different divisions of Storm Water Services assisting with engineering activities. The rotational program introduces the Engineer to the various initiatives and programs within Storm Water Services while gaining valuable engineering experience. Once the rotations are complete, the engineer will be placed on one of the teams listed below.

Major Duties and Responsibilities Strategic Planning and Asset Management Division Inspecting culverts, bridges, pipes, structures, waterways, and other drainage features to identify damage or deterioration. Maintaining inspection information in database format and performing GIS analysis, as needed Evaluating data for determination of corrective actions Coordinating and preparing repair work orders Reporting immediate or emergency needs and coordinating with appropriate agencies Engineering and Design Division Assisting project managers and project engineers with capital improvement projects Providing engineering and design support Performing hydrologic and hydraulic calculations Evaluating system replacement, rehabilitation, and repair budgets and costs Construction and Utilities Division Reviewing design plans for constructability Coordinating with private utility companies to relocate utilities Assisting with the bid process for construction contracts Regulatory Division Assisting with water quality improvement projects Assisting with MS4 permit requirements Reviewing land development plan submittals Inspecting storm water control measures Knowledge, Skills & Abilities Ability to plan, prioritize and organize work and complete assignments with minimal supervision Effective communication skills, both verbal and written Ability to work well with others in a team environment Ability to interact courteously and effectively with the public Ability to read and interpret design plans Ability to learn and understand hydrology & hydraulic software such as: Hydro CAD, HEC-RAS, HY8, Arc-GIS, Storm CAD, and Hydroflow Experience or ability to learn AutoCAD3D and other engineering software applications Familiar with stream restoration techniques to correct erosion problems at point locations Effectively use measuring devices such as rulers, tapes, protractors, calipers, levels, etc. Understand hazards and exhibit a serious attitude towards safety precautions Ability to traverse difficult terrain and various urban/rural conditions, to remove and replace manhole lids, to bend, stoop, and crawl through culverts as short as 42 inches Proficiency in Microsoft Office Suite Good driving record, a valid driver's license and a dependable passenger vehicle Must be able to receive and maintain a City Driving Permit Preferred Qualification Experience with design, installation, or maintenance of storm drainage systems.

EI certification Minimum Qualifications Bachelor's Degree in Civil Engineering Salary $76,593.00 - $85,102.00 Commensurate with Experience Conditions of Employment The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
