Budget Title: Lead Programmer/Analyst (SL-3)
Salary: Commensurate with qualifications and experience
The Physical Security Technologies Specialist serves as a key member of the Security, Infrastructure and Support team, responsible for ensuring the safety and security of the campus facilities, students, faculty, and staff. This position works collaboratively between Physical Security technicians, analysts and University Law Enforcement, while also encompassing a wide range of duties related to Physical Security systems, procedural analysis and design, risk assessments and incident response.
This position will support day-to-day operations associated with Physical Security, including routine maintenance and technology troubleshooting--either by resolving issues directly or by engaging internal partners and vendors as appropriate. The Physical Security Analyst will work closely with the NYS University Police Department, Physical Facilities, Residential Life and other campus entities to provision Physical Security controls, procedures, guidelines, reports and systems life-safety technology- based solutions at Binghamton University.
This position reports to the Assistant Director of Security, Infrastructure and Support (ITS) and requires availability for off-hours and on-call support.
In addition, the Physical Security Specialist will have the following responsibilities:
  • Physical Security Systems Management: Administer, configure, test, inspect and maintain the university's Physical Security systems, including access control systems, video surveillance systems, intrusion detection systems, and alarm systems.
  • Risk Assessment and Analysis: Perform comprehensive risk assessments and security audits of campus facilities to identify security vulnerabilities and recommend appropriate mitigation strategies.
  • Incident Response and Crisis Management: In concert with relevant stakeholders, develop and implement incident response plans and emergency protocols for various security scenarios.
  • Standards and Guideline Development: Continuously assess and update security standards and guidelines, ensuring that they align with industry standards and provide clear guidance for campus stakeholders.
  • Documentation and Reporting: Maintain accurate and up-to-date records, logs, and incident reports related to Physical Security incidents, investigations, and audits. Prepare regular reports on security metrics, performance indicators, and compliance status for management review.
  • Complete projects involving security systems, hardware, building systems and technology as assigned. Ensure that status reports are regularly submitted to the department and that targeted completion dates are met.
  • Work on the rollout of new systems and remediation of existing systems while coordinating with project managers, Physical Security team members, system administrators and database engineers.
  • Provides technical direction for Physical Security related projects and technologies including but not limited to; video surveillance systems, access control systems, intrusion detection systems and unification of Physical Security Technologies.

  • Associate's degree (or higher) in criminal justice, security management, a technical or related field.
  • Physical Security Systems: Working knowledge of access control systems, video surveillance systems, intrusion detection systems, alarm systems, and other Physical Security Technologies commonly used in higher education institutions.
  • Security Project Leadership: Proficiency in leading security-related projects, including coordinating with contractors, overseeing system installations, and ensuring projects are completed within defined timelines and budgets.
  • The ability to develop clear project or assessment plans.
  • Proficiency in generating written reports, documentation, guides and presentations that can be used to convey assessment findings, training and/or related information and standards.
  • Proficiency in reading and interpreting building plans and schematics.
  • Ability to handle sensitive and/or confidential material and information with suitable discretion.
  • Sound writing, documentation, and communication skills.
  • Interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization.
  • Ability to elicit and communicate technical and non-technical Information in a clear and concise manner.
  • Ability to troubleshoot and diagnose system issues, including experience testing intrusion detection systems, access control, panic alarms and surveillance equipment.
  • Strong analytical and organizational skills.
  • Ability to work independently and as a part of a team.
  • Demonstrated problem solving skills.
  • Ability to learn effectively and meet deadlines.

Preferred:
  • A Bachelor's degree in a relevant field.
  • Experience with the Genetec life safety system, including its design, set-up and management.
  • Detailed knowledge of low voltage wiring, including code requirements, installations, running conduit, troubleshooting, and working with security system hardware.
  • Experience with Information Security and Risk Management, Telecommunications and/or Network Security.
  • Knowledge of the methods and practices of security/life safety in a large and diverse environment.
  • Security Technology Evaluation and Selection: Experience in evaluating, selecting, and implementing emerging Security Technologies, including biometrics, analytics, and artificial intelligence, to enhance campus security measures.
  • Prior experience working with access control and/or digital surveillance systems as well as intrusion and mass-notification systems.
  • Experience working in an Operations Center dedicated to incident management and critical incident response.
  • Professional Certifications: Possession of relevant certifications in the field of Physical Security or higher education security, such as Certified Protection Professional (CPP), Physical Security Professional (PSP), or Certified Institutional Protection Manager (CIPM).
