Job description

Manages the public engagement and communications for the Department of Planning and Growth Management. Works to develop successful marketing and communications strategies that align with Commissioner and Department goals and objectives. Serves as department's primary manager of printed promotional materials, written content, website administration, and social media. Responsible for coordinating outreach strategies, executing marketing communication activities and implementing public engagement campaigns, adhering to County Government standards, and ensuring a consistent message across all media platforms.

  • Oversees the development and implementation of the Department's communication and outreach efforts in keeping with overall department messaging.
  • Coordinates with the Media Services Division on PGM related media needs to ensure the department is aligned with diversity, equity, and inclusion standards for their outreach efforts.
  • Conducts assessment of Department's communications and public engagement needs, performs research to identify relevant audience(s) and communication strategies, develops integrated communication plans, manages detailed project work plans, and ensures plans are implemented on time and within budget.
  • Oversees the collection of performance measures, reviews online analytics, collects customer surveys, and creates other evaluation tools to assess and improve communications support provided by the Department.
  • Serves as the Department's website administrator. Prepares, develops, and coordinates content for the Department's website, making sure that the web content remains timely, relevant, and engaging. Recommends changes, upgrades, and new features for the site. Coordinates the management of the PGM Executive Boards and Commissions webpages with the respective board clerks.
  • Works with the Media Services Division to coordinate the Citizens Academy presentation.
  • Develops and executes new outreach campaigns and communications strategies based on Department goals and objectives.
  • Serves as primary manager of digital media such as, but not limited to, weekly and periodic e-newsletters; social media, such as Facebook, Instagram, LinkedIn, and others. Serves as the department representative for the Social Media Workgroup.
  • Serves as primary coordinator of the Department's online permit guide, including compiling content for both the department and outside agencies, proofing the content to ensure ease of understanding, and making revisions to guides as needed.
  • Develops content for traditional media, such as print advertising, brochures, and other collateral. Coordinates the development of visuals and creative elements such as artwork, graphics, photography, and videography, working with the Media Services Division and/or its vendors.
  • Serves as primary coordinator of media requests and public relations outreach, synthesizing a coordinated response on behalf of parties within the department as necessary.
  • Writes other marketing content, reports, presentations, blogs, and similar assignments.
  • Serves as Department liaison for relevant meetings and seminars and shares communications with the department.
  • Coordinates implementation of communication plans with other departments as needed.
  • Researches background information for publications, materials, and projects and, as assigned, assists with the review of Department news releases, notices, talking points and presentations.
  • Responds to inquiries from internal clients and the public via email, online form submissions, social media, and telephone.
  • Collaborate with divisions and other departments on special projects, displays, and other outreach events.
  • Performs data entry, compiles information, and sends monthly reports as directed.
  • Assists with budget preparation and documentation.
  • Performs other related job duties as assigned.
Education and Experience:
Bachelor's degree in communications, journalism, or a related field preferred. Four (4) years of communicating and writing for public audiences and providing customer service; or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Must possess a valid driver's license.

Special Requirements/Qualifications:
Subject to work beyond the normal scheduled hours of work.

Knowledge, Skills, and Abilities:
  • Knowledge of social media platforms and usage, including but not limited to Facebook, , Instagram, YouTube, and LinkedIn.
  • Knowledge of modern office procedures and practices.
  • Knowledge of software: Content Management Systems and HTML, Microsoft Office Suite products, Adobe Acrobat, graphic design software, and Internet browsers.
  • Excellent writing skills required.
  • Excellent interpersonal and customer service skills required.
  • Skill in proficiency with presentation software such as PowerPoint.
  • Ability to follow through on matters and uses independent judgment and training to take appropriate actions to deal with standard recurring situations.
  • Ability to be a self-starter with strong writing skills and a passion for sharing news and information.
  • Ability to communicate effectively orally and in writing.
  • Ability to perform general office work quickly and efficiently.
  • Ability to work efficiently under deadline pressure.
  • Ability to prioritize and handle multiple projects in a fast-paced office.
  • Ability to quickly respond to emerging communication priorities.
  • Ability to develop simple, user-friendly communication tools.
  • Ability to maintain information confidentially.
PHYSICAL DEMANDS
The work requires some "field work" and periods of light physical activity, including occasional lifting of supplies for special events. Requires walking or standing for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; use fingers to operate computer or typewriter keyboards; speak normally and to use normal or aided vision or hearing.

Principal duties of this job are performed in a general office surroundings environment.
