Examples of Duties
Under the general supervision of the Personnel Specialist III of the Recruitment and Employment Section, the Personnel Specialist II/I:
  1. Develops, administers, and coordinates personnel employment programs for teachers, counselors, and librarians, which include in-service teacher certification and reclassification, teacher assignments and transfers, teacher exchanges, Job Sharing Program, Early Return Program, Hardship Transfer Program, Return to Work Priority Program, and new programs to meet current department needs regarding instructional personnel resources.
  2. Develops, administers, and coordinates the certification and classification of casual certificated employees and substitute teachers. Researches supply and demand factors of casual employee needs for supplementary instructional personnel. Makes forecast of casual personnel needs for the Department.
  3. Supervises, develops, and supports subordinates. Provides guidance and training as necessary. Conducts evaluations and conferences with subordinates on a regular basis. Develops and implements an operations plan for effective and efficient operations of the unit.
  4. Develops and interprets regulations, procedures, and guidelines aligned with the policies of the Board of Education, federal and state statutes, administrative rules of the Department of Education, and negotiated collective bargaining provisions that are applicable to the job assignment. Provides technical assistance on the aforementioned to leadership, the legislature, other public and private organizations, and the field, which includes memos and reports, presentations, and training.
  5. Acts as a resource person and assists the Assistant Superintendent, Director or Personnel Specialist III in explaining and presenting information on personnel matters to the Superintendent, Board of Education, Legislature, other public agencies and private organizations, especially in the areas of Teacher Reclassification to higher salary steps and the annual tenured teacher assignment/transfer programs.
  6. Conducts in-service training and provides technical assistance to top management and line educational officers of districts, complex areas, and schools.
  7. Performs other related duties as assigned.

Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management, or with specialization in management which included course work in personnel administration and industrial relations.
Equivalencies for Education:
  1. Bachelor's degree in any field from an accredited college or university PLUS two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience; OR
  2. Completion of the ACE Program (or earlier versions of the Department of Education's school administration training program); OR
  3. Bachelor's degree from an accredited college or university PLUS five (5) years experience in any of the Institutional Analyst classes or any of the Management Analysis & Compliance Specialist classes.
Experience: Four (4) years of responsible professional work experience in one or more specialized areas of human resource management of which one (1) years shall have been in an education program, agency or system.
Equivalencies for Experience:
  1. Two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes; OR
  2. A master's degree in business administration from an accredited college or university, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II; OR
  3. Five (5) years experience as a 12-month educational officer with the Department of Education, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes; OR
  4. Five (5) years experience as a school principal or vice principal, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge of: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to area or areas of assignment such as personnel compensation, the staffing process, collective bargaining and dispute settlement, or employee benefits; laws, rules, regulations and administrative procedures pertinent to area or areas of assignment; principles and practices of supervision and management.
Ability to: Plan, organize and direct functions and activities in the area or ares of assignment including complex analysis and report preparation, coordination and consultative services, and development of department-wide guidelines and procedures; deal effectively with federal, state, county and departmental officials to accomplish departmental goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines.
MINIMUM QUALIFICATION REQUIREMENTS: PERSONNEL SPECIALIST I (TRAINEE)
Education: Graduation from an accredited college or university with a bachelors degree in business administration with specialization in human resource management; or with specialization in management which included coursework in personnel administration and industrial relations.
Equivalencies for Education:
  1. Bachelor's degree in any field from an accredited college or university, PLUS two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience; OR
  2. Completion of the ACE Training Program (or earlier versions of the Department of Education's school leadership training program); OR
  3. Bachelor's degree from an accredited college or university, PLUS five (5) years experience in any of the Institutional Analyst classes or any of the Management Analysis & Compliance Specialist classes.

Supplemental Information
SALARY RANGE: EOSR-7, $107,345 to $151,953; EOSR-6, $102,960 to $145,746.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $107,345 for Personnel Specialist II or $102,690 for Personnel Specialist I
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
