Summary
Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Personnel Security Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duties
The primary duties of this position are:
  • Develops and implements procedures for the Personnel Security program within the Region.
  • Initiates appropriate background investigations for employees and contractors, performing administrative, analytical, and adjudication duties.
  • Serves as the Region's administrator for the Electronic Questionnaires for Investigations Processing (e-QIP) system.
  • Facilitates requests for the Personnel Risk Assessment program.
  • Prepares necessary reports, program documentation, forms, and maintains Personnel Security records.
  • Reviews and determines position sensitivity designations, including those for contractors.
  • Using DOI Access and USAccess programs, initiates requests for PIV credentials for new employees, and updates PIV credentials for current employees.
  • Remains current with trends in security program emphasis to ensure required standards are met.

Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-9 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience reviewing requests for personnel or facility security clearances to ensure required information is provided and requesting missing information from originators; granting security clearances when derogatory information is absent; reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists, reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances; reviewing requests for information security guidance or assistance, identifying the nature of issues involved, and researching guidelines to identify the general policies and procedures that apply to their solutions. These examples are not all-inclusive. You could otherwise qualify on the basis of Education having a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/14/2023.
Education
This vacancy announcement allows substituting education for experience. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You may be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.
This is a term appointment not to exceed 2 years with possible extensions up to a total of 4 years without further competition based on management needs. Appointment to this position will not convey permanent status in the Federal service.
