Summary
This position is located at US Mint,Protection Directorate- SAN FRANCISCO POLICE. As a Personnel Security Specialist, you will be responsible for coordinating and maintaining the perspective site's Personnel Security program. This involves methods and regulations for determining suitability and trustworthiness of all federal and contractor employees at their perspective field facility.

Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Manage a case load of active investigations; conduct comprehensive background investigations and re-investigations while adhering to OPM's suitability standards.
  • Review, evaluate, and adjudicate background investigations, and review Personnel Security files along with other records to determine suitability fitness in accordance with Federal suitability guidelines.
  • process and review requests for pre-appointment applications, overseeing facility accesses; interviewing applicants, applying agency and federal regulations regarding the initiation and adjudicating of background investigation using the Electronic Questionnaire Investigation Process (eQIP) through Defense Counterintelligence Security Agency (DCSA).
  • Analyze, prepare case evaluations and adjudications based on the facts of the case.
  • Prepare comprehensive written Adjudicative Worksheets on individual background investigations with appropriate recommendations for review and signature by Personnel Security Branch Chief, based upon a thorough analysis of the case.
  • Serve as the primary contact for fingerprinting and Personnel Identification Verification (PIV) card issuance and related services for government employees and contractors.

Requirements

  • All employees must wear face masks while on MINT property when required by CDC and Federal guidelines.
  • A one-year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • May be required to File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • May be required to Undergo an income tax verification
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Receive certification from one or both of the following courses from DCSA: Fundamentals of Suitability and Fitness Adjudicators, Suitability Action Procedures for Suitability Adjudicators.

Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:
Providing technical advice, guidance, or recommendations involving suitability determinations or Personnel Security adjudications.
Examples of such experience could include:
-reviewing reports of investigation, making appropriate recommendations; OR
-analyzing and applying law, principles, practices or regulations sufficient to develop and prepare clear explanations of facts and to express recommendations; OR
-writing letters regarding the issuance, suspension, denial or revocation of security clearances.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-09level for 52 weeks.

Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
