Summary
Performs work in various County permit issuing functions and related public service operations.
Example of Duties
Assists the public in completing applications for permits issued by the department.
Accepts and performs initial review of all applications for completeness. Records all permit applications and routes to appropriate person for final plan review.
Tracks and answers questions as to status of permit applications and contacts applicants when permits are ready for issuance.
Enters permit data into County mainframe program and performs site plan review.
Answers all general questions and directs more technical questions posed by the applicant concerning permit processing procedures, zoning, subdivisions, variances, septic, building, fire and other similar regulations to appropriate staff.
Issues departmental permits according to established methods.
Accepts and documents complaints on code and safety violations. Maintains logs and files regarding investigations.
Performs ongoing research regarding status of permits, monitoring for timeliness, identifying problem areas, and working to expedite the process as needed. Reports to the Supervisor for assistance in solving unresolved issues related to the application process.
Schedules and logs in requests for inspections.
Maintains files, collects fees, and issues licenses.
Keeps records, prepares reports and maintains the Department's web page.
Provides technical assistance and information to staff and the public in the administration of specific programs areas or ordinances.
Performs routine office tasks in designated program areas, including data entry, file management, copying and answering telephone.
Develops and maintains automated tracking systems, hard copy files and records.
Prepares narrative staff reports and recommendations of limited complexity for
related permits.
Researches and compiles information.
Prepares maps, charts, tables of limited complexity.
Attends public meetings, assisting other planning staff as appropriate.
Performs other duties as assigned.
Qualifications
EDUCATION AND EXPERIENCE:
High School diploma or G.E.D. required and two years with permit issuance experience; and/or any combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the job.
LICENSES, CERTIFICATES, & OTHER REQUIREMENTS:
Valid Driver's License.
For some positions, ICC Permit Technician Certification desired, or must be obtained within 6 months of employment.
Knowledge, Skills, & Abilities
Some knowledge of the construction and/or permit application processes.
Knowledge of departmental and county office functions and procedures and ability to apply and explain them in detail as required in performing duties.
Knowledge of principles and practices of research and data collection.
Skill in operating standard office equipment such as personal computer, Microsoft Office, calculator, fax machine and photocopier.
Experience in computerized information systems as applied to permitting process preferred. Experience and/or training in AutoCad desired.
Ability to work on several projects or issues simultaneously.
Ability to work independently or in a team environment as needed.
Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
Ability to establish and maintain effective working relationships with other employees and the general public.
Ability to communicate effectively, both orally and in writing.
