General Statement of Duties/Supervision
General Statement of Duties: Provides friendly, outgoing, professional, and accurate service delivering information about the City's codes and permit process for residents and customers. Manages the permitting process and assists in issuing all City permits. The Permit/Planning Technician position verifies application documents for completeness; logs and files applications; calculates and accepts fees; routes documents to all involved parties for review; tracks reviews; verifies project completions; and provides notification that permits are ready to be picked up. Provides information related to individual projects and miscellaneous assistance to building inspectors, planners, and other internal and external customers. Performs related clerical duties in support of both the permitting and planning divisions and assists in development and maintenance of the filing systems.
Distinguishing Characteristics: A broad technical knowledge of development permit processes and terminology is required as well as the ability to exercise independent judgment and initiative to complete tasks. A friendly attitude and willingness to help customers and other staff members is essential.

Essential Job Duties
1. Provides information and assistance to the public by telephone, e-mail, electronic media/FTP, letter, and at the counter on procedures related to land use, construction, environmental and development requirements, permit applications and compliance, and permits in progress; informs the public on appropriate City ordinances, advises on issues of compliance; collects demographic, land use and statistical information for use in data reports.
2. Coordinates City development and land use permit processes by receiving applications; reviewing information for completeness; routing applications and all pertinent attachments; preparing and managing case files; inputting and updating computerized tracking information; and preparing and coordinating public hearing notices and final action correspondence.
3. Provides excellent customer service at the permit counter, on the telephone, and in correspondence.
4. Calculates, receives, and accounts for payment of land use, environmental, construction, and development permits.
5. Initiates the investigation of permit violations by recording information received from the public, and acting in close conjunction with lead personnel, informs alleged violators of requirements and procedures involved in satisfactorily resolving the permit violation.
6. Prepares draft correspondence, statistics, graphs, and reports for department staff.
7. Assists with preparing appointed advisory commission board meeting packets.
8. Interprets information for customers about basic construction and design requirements, land use related procedures, development standards and process information, permit costs, and other procedural issues.
Performs related duties as assigned.
Knowledge, Skills, and Abilities:
1. General knowledge of land use planning, development, construction, and environmental principles and practices.
2. Extensive knowledge of office practices and computer operations; basic knowledge of plan preparation and report writing.
3. Ability to translate complicated technical information in a clear, concise manner to the public; ability to gather relevant data and perform statistical analysis.
4. Ability to write and communicate clearly and effectively.
5. Ability to organize and manage records.
6. Ability to interact with the public in a courteous and tactful manner.
7. Ability to establish and maintain effective working relationship with co-workers, the general public and representatives from the development community.
Selection Criteria
Minimum Qualifications:
1. Two years in a related field or relevant job experience.
2. Certification as a Permit Technician is required at time of employment, or within one year if hired.
Preferred Qualifications:
1. One year of experience as Permit Technician desirable.
2. A minimum of two years of experience in an office setting is desirable.
3. A minimum of one year of experience working with automated permit software is desirable.
4. The ability to develop Crystal Reports and Excel spread sheets is desirable.
Training/Licenses/Certifications: Possession of a valid Washington State Driver's License may be required.

Contacts are design professionals, developers, property owners, residents, community members, council, commission, and board members, department staff, other City staff, and other jurisdictional staff.
Supervision:
This position is supervised by the Permit Manager through a general review of work plans, progress and results, and achievement of department objectives.
Accountability:
The position is accountable for providing contacts with accurate information regarding the City's development regulations on a case-by-case basis.
Working Conditions:
  1. Work is performed in an office with frequent interruptions and under the stress of competing requests and stringent timelines.

The following is an overview of the benefits available to the regular-status, non-represented employees of the City of Tumwater (benefits for part-time employees will be pro-rated):
Vacation: Regular full-time City employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 184 hours per year, depending upon length of service.
Sick Leave: Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee's health, and for absences caused by death or illness of a member of the employee's immediate family.
Holidays: Most City employees receive 12 paid holidays (at 8 hours each) annually, one of which is a floating holiday.
Retirement:Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERS\LEOFF). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.
Deferred Compensation and Roth IRA programs offered through Mission Square: Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $22,500 of their gross annual salary (more if over age 50) in 2023. The employee chooses how to invest their deferred salary.
Employees may put up to $6,500 in a Roth IRA (after-tax program) in 2023.
The City also offers a 401(a) plan and will match employee contributions up to 5%.
Insurance Plans: Each full-time City employee in 2023 will receive a contribution of $2,118.00 per month toward the purchase of medical, vision and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 85% of the costs of a family of four. Full family medical, dental and vision coverage requires an employee contribution toward the cost of premiums. Employee's whose insurance needs are less than the monthly $2,118.00 contribution can purchase get 60% of the left over contribution money as cash on their paycheck. Employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.
Health Reimbursement Arrangement (HRA): The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current and future health care out of pocket expenses. In 2023 this monthly amount per full-time employee is $225.00.
Group Life Insurance: The City will purchase for each employee $50,000 worth of group term life insurance.*
Liberty Mutual Insurance: City employees are eligible for discounted auto and home insurance.
EMPLOYMENT
Hours of Work: The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
