Description
Purpose for the Position:
To execute Building office operations; facilitate plan approval/permitting process for the construction of residential and commercial projects; manage compliance of audits, reports, records, files and other programs as required; assist officials with clerical, administrative and business details; schedule appointments/inspections and give information to the public. In addition, this position will require a Notary Public License and ICC Certification for Permit Technician within one year of appointment.
Essential Responsibilities:
Maintain and execute Building office practices and procedures.
Manage project demands, priorities, costs, and deadlines.
Develops and implements online databases, processes and filing systems for PDF plans, permits, approvals and other required documents.
Communicates, interacts and collaboratively works with other departments, architects, engineers and businesses on projects throughout the City that may require Building Division support.
Develops and produces all permit applications forms and maintains current information.
Tracks all permits and monitors through the entire permitting process including expediting the review process by following up with code, Fire Marshal that permits are not delayed.
Assists the Building Official by providing status briefings on the projects currently under review, permit turnaround times and general operational updates. Makes suggestions, when requested, on any needed operational or procedural improvements.
Provides assistance to customers, employees and other department visitors; places and receives telephone calls to furnish and obtain routine information.
Performs related administrative duties such as copying and emailing correspondence and documents, maintain and filing documents in electronic filing system and maintaining meeting notes and appointment schedules.
Compiles, prepares and maintains a variety of reports, either manually or automatically using permitting software.
Attends Board of Building Standards and Permit Technician of Ohio meetings, conferences and other required educational activities to maintain compliance of certification.
Facilitates, implements and coordinates the office management of Commercial and Residential projects as required.
Daily deposit of payments of permits and inspections for the following departments or divisions: Building, Zoning and Public Works.
Follows cash handling and processing procedures and daily balancing of cash drawer.
Assists with annual financial audits and other audits as required.
Administers, coordinates, manages and acts as custodian of Building Division records, retention schedule and public records requests.
Researches, prepares and issues approved annual temporary encroachment agreements for area downtown restaurants and businesses.
Audits Commercial & Residential projects to make sure all required documents are in compliance with the Ohio Board of Building Standards.
Audits Flood Plain files for compliance of federal guidelines of FEMA's Chapter 4: Permits and Inspections.
Accepts applications and plans for plan review, distributes to plan reviewer, calculates permit fee, issues permits, certificates of plan approvals, certificates of occupancy, adjudication orders, registrations and licenses and files Building, Electrical, Mechanical, Plumbing, Public Works and Zoning Permits; inputs information into computer database program or spreadsheets.
Issues and processes Sewer, Excavations, Sidewalk, Curb & Gutter, Flood Plain, Right-of-Ways, Development permits; Water tap and connection and sewer connections fees.
May conduct research, prepares, compiles, develops statistical data for reports, presentations and meeting preparation.
Composes notes, correspondence, non-compliance, violation letters and reports using computer and other programs.
Operates computer, copier and other related office machines equipment. Utilizes information systems as required in the processing, filing, and managing records associated with applications, permits, and other systems as required.
Locates and attaches appropriate file to correspondence to be answered by employer or appropriate person.
May take dictation by either shorthand or by recording and transcribes.
Files correspondence and other records.
Schedules appointments as needed for Engineering, Community Development Department and Building Division personnel.
Serves as Clerk, prepares notices, agendas, packets, presentations, records and transcribes minutes of the Building Code Board of Appeals and other meetings as required.
Reads and routes Processes all incoming mail.
Maintains files relating to commercial property maintenance and condemnation processes. Implements and prepares files for conformance with proper legal standards.
May prepare notes, correspondence and reports using personal computer.
Registers contractors, reviews and processes required supporting documentation to make sure contractors are in compliance when issuing renewals, registrations and Issues licenses. Registrations for plumbing and others as required.
Processes requisitions for Building Division. Prepares and sends invoices for additional payment for plan reviews, inspections, and other services as required.
Perform a variety of skilled and semi-skilled tasks in division.
Ability to understand and communicate written instructions.
Responsible to self-initiate activities consistent with the City of Sandusky's and department's goals and objectives.
Must report for work at required time and date and maintain a responsible attendance record.
The ability to follow a supervisor's instructions, tolerate certain levels of stress, and attend work on a punctual, regular basis.
Related and other duties as required.
The avoidance of violent behavior that threatens the safety of other employees.
Skills and Abilities:
Ability to learn, retain, interpret, and communicate technical and complex information, terminology, Building Codes, Ohio Revised Code, Ohio Administrative Code, Zoning and Flood Plain Ordinances, policies and procedures and other State and Federal regulations.

Physical Demands:

Requirements
To do this job, you must have the following licenses or certifications before being hired:
Notary Public License and ICC Certification for Permit Technician or the ability to obtain within one year of appointment to the position.
To do this job, you must have the following amount of total education and/or experience:
High School Diploma
Associate's degree in Secretarial Business Administration, Construction Management, Public Administration or related field plus 2 or more years' experience as a Secretary working in construction trades industry or office administration OR, an equivalent level of education and experience.
