Where You Will Work

The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud, waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO’s programs or operations.

Within the NRO, this position serves as an Auditor within the NRO Office of Inspector General (OIG) performing detailed audits of business functions. In this role, the Auditor assesses conformance with external and internal controls to identify problems and risks. The Auditor evaluates processes and communicates findings and recommendations for management to improve or change processes and internal controls to ensure compliance, effectiveness and efficiency. The Auditor prepares reports that will facilitate decision-making by parties responsible for overseeing or initiating corrective action, contributing to public accountability. The Auditor provides support for financial and performance audits in accordance with Generally Accepted Government Auditing Standards, supports other evaluations and assessments, and also provides subject matter expertise to other OIG divisions as needed.

What You Will Be Doing

  • Participates in financial audits, attestation-level examinations, review, agreed-upon procedures, engagements, and performance audits and interfaces Interact with mission partners across the OIG, NRO, IC, and DoD and other government agencies.
  • Coordinates with a wide range of government, military and contractor personnel to conduct audits, evaluations and assessments.
  • Develops, maintains and manages the audit documentation, ensuring methodology and testing documentation, conclusions, and results are recorded in a clear, concise, complete, and supportable manner.
  • Develops research and audit programs (including scope, objectives, and methodology) to ensure audit objectives are accomplished. Identifies and collects source documents and documentary data to support the audit.
  • Identifies patterns, trends, and irregularities in data using quantitative and qualitative statistical and analytical methods; and documents analysis and conclusions.
  • Provides analysis and recommendations based on an assessment of enterprise-wide initiatives, projects or programs with strategic, enterprise or tactical impacts. Performs root cause analysis of complex problems; performing in–depth, rigorous analysis of programs, processes, and practices through data gathering, analytical techniques and systems evaluation. Gathers and correlates data from multiple sources; analyzing collected information to identify vulnerabilities with potential for exploitation, and incorporating analysis into written audit reports.
  • Anticipates obstacles and addresses them to ensure timely and accurate delivery of information, products, and services.
  • Develops audit findings and recommendations in accordance with GAGAS, prepares and conducts oral presentations and written reports.
  • Supports numerous long- and short-term, high priority complex special projects, programs and audits. Develops plans, procedures, and techniques for collecting, processing, compiling, analyzing, and presenting data.
  • May serve as a project team lead, providing project guidance to other team members and providing input to the supervisor for consideration in the team members’ performance appraisals. Performs other duties as assigned

What You Need

Basic Requirements for Performance Auditor

  • Degree: This position requires a Bachelor’s Degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting

or

  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Additional Experience

  • Comprehensive knowledge of theories, practices, methods, and techniques of auditing; and knowledge of organizational or program practices, policies, and functions sufficient to independently plan and conduct a variety of audits and to develop or modify methods and techniques to resolve a variety of auditing problems.
  • Comprehensive knowledge of NRO, Department of Defense (DoD) and/or Intelligence Community (IC) laws, regulations, policies, standards, and industry best practices to perform analysis and evaluate compliance with applicable laws and regulations, the adequacy of internal controls, and the operational efficiency and effectiveness of systems and activities.
  • Comprehensive ability to analyze quantitative and qualitative data, decipher trends, and identify root causes and problems and employ methodological approaches to gather, log, and analyze information for review of compliance with regulations and criteria.
  • Comprehensive critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization, and concise, and logical presentation to include an assessment or recommendation supported by data or research.
  • Comprehensive interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among team members, and ability to effectively work independently and within a team or collaborative environment.
  • Ability to write clearly and concisely, and prepare convincing findings to include in audit reports.
  • Ability to brief and negotiate solutions to provide auditees with findings and maintain open communications to influence management to support and implement recommendations.
  • Skill to plan, organize, and prioritize work to meet deadlines.

Desired Qualifications

  • Experience with NRO missions, programs, and management processes.
  • Experience serving as a Contracting Officer; Contracting Officer Technical Representative; or Program Manager.
  • Relevant professional certification such as: Certified Public Accountant, Certified Government Financial Manager, Certified Internal Auditor, Certified Fraud Examiners.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

2023 salary range for the Washington, DC area:

GG-11: $78,592 – $102,166

GG-12: $94,199 – $122,459

GG-13: $112,015 – $146,617

**This position is a Full Performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position,federal government employees MUST currently be at the GG-11 to GG-13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
