Overview
The Office of Performance Management is comprised of a team of experienced professionals responsible for PNNL's performance management framework with expertise and thought leadership in contractor assurance, requirements and records management, quality, independent oversight, and audit services. The team prides themselves as innovative problem solvers that partner with scientists, engineers, and support professionals to enable the planning, execution, assessment, and Improvement of work at PNNL. This office provides the people, processes, and tools to independently assure ourselves, the Department of Energy, and Battelle Memorial Institute that PNNL is performing as intended, appropriately managing risk, amplifying impact, and continuously improving.
Responsibilities
  • This position will be responsible for assessing, analyzing, and reporting performance including the delivery of processes and tools that enable efficient and effective performance management at PNNL as part of the Contractor Assurance Program. Provide subject matter expertise of lab-level performance management functions including fact findings, extent of conditions, causal analysis, assessments, issues management, enterprise risk, and effectiveness evaluations.
  • Performance Management - Utilize a variety of administrative, analytical, and technical methods and unique tools to assist managers in assuring their program performance is monitored, analyzed, and acted on in support of PNNL's mission and operations.
  • Build strong relationships and successfully engage customers to understand performance challenges and promote performance assurance practices to aide in the proactive identification of risks and prevention of undesired impacts to mission and Improvement of the Laboratory's performance.
  • Demonstrate outstanding verbal and written communication skills, attention to detail, strong organizational skills, and the ability to communicate technical information to individuals of varying backgrounds and levels from staff to executive leadership.
  • Build consensus among cross-functional teams and influence decision making within multi-level audiences.
  • Support the overall success of the Performance Management Directorate and Contractor Assurance Division by performing other duties as assigned.
  • Improve personal competency on assessment practices through self-directed skills enhancement, developing professional contacts, attending professional development courses, and training.
  • Identify opportunities for continuous improvement with areas of responsibility through ongoing interactions with customers and stakeholders.

Qualifications
Minimum Qualifications:
  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:
  • Demonstrated success in elements of laboratory contractor assurance, performance management and/or quality assurance, e.g., causal analysis, issue management, risk management, management assessment, performance measures and metrics, performance data analysis, performance reporting, and performance improvement.
  • Proven critical and systems thinking, questioning attitude, with the ability to identify connections, gaps, and Improvements in a regulated environment and/or in a laboratory R&D setting.
  • Experience and proficiency in analyzing results from multiple, diverse inputs including assessments, external audits, risk mitigation efforts, and program performance data.
  • Demonstrated experience summarizing complex issues/scenarios into easy-to-understand concepts and communications.
  • Ability to manage multiple projects in a fast-paced, deadline-driven environment and apply effective change management skills.
  • Outstanding verbal and written communication skills, attention to detail, strong organizational skills, and the ability to communicate technical information to individuals of varying backgrounds and levels from staff to executive leadership.
  • The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds.
  • Experience building and maintaining collaborative relationships with DOE or other oversight entities.
  • An understanding of DOE policies, standards, management systems and procedures.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
Mandatory Requirements
Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle.
