Job description

Nakupuna Companies is looking for a PeopleSoft Global Payroll Systems Architect who can design and implement Human Capital Management (HCM) and payroll functionality for a suite of PeopleSoft solutions for the Integrated Personnel and Pay System – Army (IPPS-A). The individual in this role will be expected to create Business Process Models; Design Features; User Stories; Acceptance Criteria; and other aspects of software documentation deliverables.

  • Gather and review Army-provided requirements and incorporate into BPMs and feature designs
  • Work with SMEs to map design features to Army requirements
  • Create & maintain Business Process Models (BPM) required for each sprint team
  • Identify COTS features to be included in BPMs
  • Identify User Stories
  • Determine necessary configurations & customizations
  • Identify foundational data needed
  • Ensure backlog items exist necessary to support design
  • Provide design guidance to sprint teams
  • Review Functional Design Documents (FDD’s) to ensure consistency and completeness with feature design
  • Conduct Conference Room Pilots and capture feedback of designs

Skills/Qualifications: Excellent technical, organizational, and planning skills; excellent communication and problem-solving skills; problem analysis, attention to detail and accuracy; solid judgment and decision-making ability; initiative and adaptability; focus on customer service. In addition, the candidate should have the following skills and qualifications:

  • Proven experience of at least one full implementation experience with PeopleSoft Global Payroll working with multiple teams composed of technical and functional analysts.
  • Understanding of PeopleSoft Global Payroll Business Processes and how it integrates with HR, Time & Labor, PeopleSoft Financial Supply Chain Management (FSCM), and external general ledger systems.

Education and Experience: This position requires a B.S. in Computer Science, information systems or a related technical degree plus 8 years’ relevant experience with PeopleSoft HCM 9.2 implementation experience. 8 years of PeopleSoft 9.2 Global Payroll technical analysis, design, configuration, implementation and ERP integration experience and Oracle PeopleSoft certifications may be substituted for degree.

  • 8 or more years of configuring business rules, and performing Configuration, Design and Development of PeopleSoft HR and Global Payroll.
  • 10 or more years of development experience with PeopleTools (e.g., Application Designer, Component Interface, Application Engine, Integration Broker), and SQL.
  • 3 or more years of experience of configuration, design and development of PeopleSoft Payroll Rules Engine and Processing Framework.
  • 5 or more years of experience translating Functional and Technical Requirements for implementation in a defense business system.
  • 5 or more years of experience interacting and presenting work to senior leadership.
  • 5 or more years of experience effectively analyze and demonstrate business processing reengineering of legacy Business Processes in favor of PeopleSoft delivered capability.
  • 3 or more years of experience working with Federal, or DoD/Military HR/Pay rules and requirements (e.g., Title 10, 32, etc.) is desired; Army relevant experience is preferred.
  • 3 or more years of experience with General Fund Enterprise Business System (GFEBS) accounting and U.S. Treasury disbursement is desired.
  • 5 or more years of experience with data modeling tools such as IBM System Architect, CAMEO, ARIS, and MagicDraw.
  • 5 or more years of experience with Enterprise Architecture Frameworks, such as The Open Group Architecture Framework (TOGAF) and the DoD Architecture Framework (DoDAF); DoDAF experience is desired to ensure Army Business Enterprise Architecture (ABEA) compliance
  • 3 or more years of experience with modern software development tools such as: GITLAB, SonarQube, HP ALM suite, and the Atlassian Suite is desired.

 

Clearance: This position requires a current Secret clearance. Must be a U.S. Citizen.
