The City of Sugar Land is seeking a full-time position of People Success Partnerin the Department of People and Culture.

As the People Success Partner, you will:

  • Provide HR support to assigned departments across the City and provide specialist knowledge of HR processes related to recruitment, organization planning, retention and engagement, ethics, employee relations and discipline, training and development, compensation, policy administration, leave processes, medical benefits, wellness and retirement.
  • Maintain and continue to acquire in-depth knowledge of federal, state and local regulations to ensure the City's compliance in policy, process and practice.
  • Review and benchmark the internal and external environment to identify best practices and improve HR processes and initiatives to enhance overall business performance and capabilities.
  • Recommend new approaches, policies and procedures to effect continual improvements in efficiency of the People and Culture Department and the services performed. Help develop and revise policies and procedures and other guidelines, as needed.
  • Develop, recommend and implement policy and guidelines for staffing programs to ensure recruitment, promotion and retention of qualified applicants and employees.
  • Perform other job-related duties as directed by the Director or Assistant Director of People and Culture.

The ideal candidate for the People Success Partner role is a highly organized professional with exceptional communication skills, attention to detail, and the ability to manage multiple duties efficiently. The People Success Partner provide pro-active Human Resources support to employees and departments across the City and provide specialist knowledge of HR functions. The PSP will serve as employee's first point of contact and provide day-to-day guidance to directors, front-line managers and other supervisory employees to include talent acquisition, training and development, employee relations, compensation and benefits. In addition, the PSP is responsible for managing complex employee relations issues and the effective communication between People and Culture and City staff.


Education and Experience:

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Public Management or related field from an accredited school or university.
  • Three years exempt-level experience in human resources management, with a working knowledge of the functional areas of Human Resources including, but not limited to employment law, compensation, employee benefits, recruitment, organizational planning, HRIS, employee relations, and training/development.
  • An advanced degree or additional relevant work experience resulting in acceptable proficiency levels in the above knowledge, skills and abilities may be substituted in lieu of specific education or exempt-level experience requirements.
  • Municipal experience is a plus.

Training (License and/or Certification):

  • Valid Class "C" Texas Driver License
  • PHR/SPHR, SHRM-CP or SCP or IPMA-CP/IPMA-SCP Certification preferred
  • Completion of a state-approved Mediation training course or certification preferred
