POSITION SUMMARY:
The PCA Manager under the Adult Services Director ensures that assigned Personal Care Alternatives (PCAs) operate in accordance with the agency's mission statement, policy, quality program standards and are aligned with regulatory requirements of federal/state/county governing bodies. Under the immediate supervision of the Adult Services Director, the Program Manager is responsible for the continuous and efficient day-to-day operation of the PCA Program. The Program Manager will perform all job responsibilities with the highest level of professionalism and enthusiasm.
CORE RESPONSIBILITIES:

  • Provide supervision and leadership to all employees assigned to the staffed PCA homes. The PCAM will ensure that employees are adhering to all HCPF, and CDPHE rules and regulations as well as all agency policies and procedures.
  • Provide initial and on-going training, monitoring that the training is effective and re-train employees as necessary. The PCAM will be responsible for all personnel issues with assigned employees, bringing any personnel issues beyond the scope of the PCAM's authority to the supervising ASD's attention in a timely manner.
  • Create employee schedules that are assigned to the PCA department and monitor that employees work as assigned ensuring that coverage is obtained for shifts during employee absences.
  • Monitor and maintain MITC, electronic timesheets for all employees assigned to the IS department as well as all PTO requests following established agency policy and procedure.
  • Responsible for developing and maintaining a quality program for the PCA department including but not limited to, approved community activities, in-home activities, honoring each individual's schedule and level of support (residentially), while meeting the required settings rules.
  • Attend all Annual IP staffings, and IDT meeting for people enrolled in the PCA program.
  • Responsible for offering residential services to people who are enrolled and living in a staffed home, developing individual schedules for each person and ensuring that people have adequate staff support and transportation for their needs.
  • Create, organize and supply all documentation, materials and supplies for the program.
  • Responsible for creating and implementing individual ISPs, Protocols or support plans for each participant in the PCA program.
  • Ensure that Individual ISSPs as well as Protocols are completed correctly and with quality and that, routine ISSP reports (routine updates) are completed in a timely manner and with quality.
  • Monitor the quality of required documentation, utilizing approved documentation methods, ensuring that daily communication logs are completed correctly, and thoroughly.
  • Ensure that consumer MARs are kept accurately and to address quality documentation and implementation issues with employees as they arise, following established policy and procedures.
  • Ensure that all employees are complying with all agency and HCPF, and CDPHE regulatory standards, including adhering to safety rules and will ensure that required training for each employee assigned to the PCA program are maintained up to date.
  • Conduct cleanliness and safety walk through assessments for all PCA homes ensuring that all agency and state standards are met on a consistent basis.
  • Conduct routine person specific quality management assessments to measure their level of satisfaction with services provided and how satisfied they are with how those services are provided.
  • Monitor the budget established by the ASD, staying within those budgetary parameters.
  • Mediate emergency program needs by deploying of staff and effectively and efficiently handling of crisis
  • Oversees the collection and maintenance of records on each program's participant;
  • Maintains steady and effective communication with Program Directors, residents, staff, and day program providers;
  • Conducts Program quality audits of Individuals records and all site-based documents (physical plant/Fire Evacuation/financial, etc.) aligned with regulatory requirements and agency's policy and procedures.
  • Oversee completion of billing documentation couple with associated required documentation, addresses area of concerns, submit record in a meticulous and timely manner.
  • Partake in interviewing, hiring and training of all team members.

Requirements
QUALIFICATIONS:
  • High School diploma or equivalent. In addition, possess an Associate's Degree in a Human Service field or at least five years' experience with working with individuals with developmental disabilities and at least 2 years in a supervisory position.
  • Must clear back-ground check, DORA check and 3 valid reference checks
  • Must submit to PPD checks and Influenza Vaccination or provide de-inclination form.
  • Must be able to work per scheduled hours.
  • Possess Qualified Medication Administration Person confirmation, CPR, First Aid, and Safety Care training.
  • Must have own telephone or reliable message phone, in order to be readily reached.
  • Own and utilize reliable transportation for all aspects of employment.
  • Possess valid Colorado driver's license with a good driving record.
  • Possess and maintain personal auto insurance on file.

ESSENTIAL FUNCTIONS:
  • Might be required to carry 50+ pounds. To push/pull 100+ pounds. Lift heavy objects. Stand 4+ hours per day.
