The Opportunity
WSDOT Accounting and Financial Services (AFS) is currently seeking a Payroll Assistant Manager in Olympia, WA. AFS has oversight and responsibility for providing statewide financial services to WSDOT internal and external customers. AFS supports the WSDOT mission as the expert resource for accounting leadership and direction, delivering critical statewide accounting services. This includes development/implementation of statewide policy, managing statewide financial systems and data repositories, statewide financial reporting, managing interactions with state and federal regulators, delivery of statewide accounting services (payroll, vendor/contract payments, receivables, cash receipting, grant management, inventory management, project management, financial statement preparation, etc.), and providing statewide financial management, analysis and consultation to all programs within WSDOT.
The Payroll Assistant Manager for Systems, Data & Regional Support Services leads a team of Fiscal Analysts responsible for ensuring WSDOT Regional employees receive accurate and timely pay, for providing data and systems support, and for providing support for both the payroll helpdesk and imaging process. This position is the Payroll Manager's primary lead and advisor for all issues related to the application of non-Marine collective bargaining agreement rules as they relate to pay, DOTtime Maintenance & Operations, Fiscal Year End/Biennium End payroll tasks, and Payroll and Labor data reporting.
What to Expect
Among the varied range of responsibilities held within this role, the Payroll Assistant Manager will:
  • Deliver leadership and management of the Systems, Data & Regional Support Services Team.
  • Responsible for leadership, performance reviews, training, and development of 7 payroll professionals.
  • Act as the WSDOT designated payroll subject matter expert for WSDOT systems, data, and regional and Ferries HQ labor and payroll.
  • Ensure compliance with RCW, WAC, CBA, various internal manuals and state and federal policies and procedures as it relates to the Systems, Data & Regional Support Services Team's areas of responsibility.
  • Ensure the accurate and timely processing of WSDOT regional and Ferries HQ labor and payroll; and for ensuring compliance with CBA's, state and federal fiscal rules, policies and procedures pertaining to WSDOT labor and payroll.
  • Extract and analyze payroll data from DOTtime, Cognos, TRAINS, HRMS and AFRS to ensure timely and accurate reporting of payroll-related financial data.
  • Approve journal vouchers and payment vouchers prepared by the Systems, Data & Regional Support Services Team.
  • Develop, implement, and monitor internal controls for payroll-related activities.
  • Communicate procedural changes affecting regional and Ferries HQ labor and payroll to WSDOT employees, supervisors, and management.
  • Publish Payroll and Labor related calendars and work schedule tables.
  • Lead and/or participate in special projects related to WSDOT systems, data, and regional labor and payroll.

Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor's Degree in a financial field, with a minimum of 18 quarter or 12 semester hours of accounting. (Please note additional experience may substitute education.)
  • Five (5) years of experience working in a financial field.
  • Two (2) years of experience working in Payroll. (Please note additional education may substitute for experience.)

It is preferred that qualified candidates also have:
  • Experience leading or supervising a team of financial professionals.
  • Experience with WSDOT systems (i.e. DOTtime, Cognos, TRAINS).
  • Experience with HRMS.
  • Two (2) years of recent experience working in complex government accounting organizations.
  • Some post-graduate education.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
