Job description

Job Summary:
The Payroll and Reporting Specialist performs professional duties in proactively enhancing an effective human resource department. Areas of responsibility include employee benefits, payroll, employment verification, employee relations, and other general duties as assigned. The Payroll and Reporting Specialist will manage the day-to-day operations of the Human Resource Department.
Qualifications:
High School diploma or equivalent required
Associate's degree preferred
At least three (3) years experience in payroll
Expert knowledge of Microsoft Office products and Google Suites
Evaluation:
The performance will be evaluated at least annually by the Assistant Superintendent
Reports to:
Assistant Superintendent
Terms of Employment:
This is a 12-month position. Salary and working conditions to be established by the Board of Education.

Non- Exempt
Duties and Responsibilities:
General Human Resource Duties
  1. Focuses on customer service, creating a positive climate of respect and trust.
  2. Participates in developing department goals, objectives, and systems.
  3. Assists in the development and implementation of district policies and procedures.
  4. Administers various human resources plans and procedures.
  5. Administers aspects of performance management, systems, and processes.
  6. Participates in administrative training and meetings, Human Resources Departmental staff meetings, District committees, seminars, conferences, etc.
  7. Supports all members of the Human Resource department in maintaining the electronic personnel record system and ensures compliance with State regulations
  8. Maintains strong communication with employees.
  9. Receives and responds to emails, written correspondence, and telephone inquiries in a timely manner.
  10. Provides assistance to other colleagues in the Human Resources Department.
  11. Maintains data related to the district and department goals to assist in the evaluation

of reports, decisions, and results.
  1. Makes recommendations for continuous improvement in the efficiency of department and services performed.
  2. Assists in the preparation and distribution of reports for District, Federal and State agencies, and other agencies or administrators, as directed.
  3. Researches and stays current on regulations, policies, and procedures that pertain to employee relations.
  4. Ensures all confidentiality of personnel records and information.

Payroll
  1. Sets up contracts, deductions and pay codes in district systems.
  2. Processes payroll deductions in the district system.
  3. Prepares and runs bi-weekly payroll for all employees.
  4. Prepares bi-weekly payroll for Educational Support Personnel.
  5. Verify weekly, non-certified central office staff timesheets.
  6. Communicates and collaborates, weekly, with building secretaries and facilities secretary on Educational Support Personnel timesheets and payroll.
  7. Provides support and procedure training to building secretaries on Educational Support Personnel timesheets and payroll.
  8. Processes and tracks additional pay sheets.

Reports
  1. Completes ISBE reports as required.
  2. Prepares and submits all monthly and quarterly may include, but not limited to unemployment, federal 941s, Illinois and Wisconsin Taxes, TRS, and IMRF.
  3. Prepares annual reports that may include, but not limited to TRS, EIS, W2's, 1099s, and assists with 1095s.
  4. Prepare information, reports, and/ or data to prepare for negotiations with the Harvard Education Association.
  5. Performs other duties and responsibilities as assigned

Physical Demands:
The physical demands of this position include frequent sitting and standing for extended periods of time. Employees may reach overhead as well as above the shoulders and horizontally and occasionally move or lift items up to 50 pounds. Regular attendance on the job is expected.
