Payroll Technician – Payroll Analyst

Oregon Youth Authority (OYA) is currently seeking multiple Payroll Analysts to join our team. In this crucial role, you will provide payroll services to the agency, spanning from close custody facilities to parole and probation support offices, and our central office in Salem. You will be responsible for processing a monthly payroll of approximately $7,000,000, serving over 1300 employees statewide.
As a payroll anaylst at OYA, you will play a vital role in applying agency payroll rules and procedures, including managing multiple collective bargaining agreements for employees stationed throughout the state. Additionally, you will assist in the administration of Public Employee Benefit Board (PEBB) insurance programs, as well as handling payroll aspects of Consolidated Omnibus Budget Reconciliation Act (COBRA), Family Medical Leave Act (FMLA), Oregon Family Medical Leave Act (OFLA), and Continuation of Benefits for Injured Workers (CBIW).
We are seeking candidates with expertise in Workday Payroll, knowledge of bookkeeping or payroll principles, strong analytical skills for interpreting payroll and benefit reports, and the ability to track errors and resolve discrepancies efficiently. Your experience in applying rules, policies, and procedures to work assignments, along with your adeptness at communicating complex information, will make you an ideal candidate for this position.

In Your Role:
  • Researches and responds to inquiries from employees, supervisors and managers regarding payroll
  • Performs reviews of time entry and compensation
  • Troubleshoot issues with employee compensation
  • Interpret and apply state salary and payroll policies, and bargaining agreement provision
  • Provide periodical training to OYA employees
  • Collaborate on agency wide communications

Additional Information:
  • Multiple Positions: This recruitment announcement will be used to establish a list of qualified candidates to fill two (2) permanent and one (1) limited duration positions and future vacancies.
  • Limited Duration: One vacant limited duration appointment that is expected to end on or before 12/31/2024. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.
  • Telecommute/Remote Work: This position is eligible for part-time (flexible) telecommute/remote work. This position is based at our Central Office in Salem, Oregon and may be required to come in on an as needed basis. In addition, travel to facility and field offices occasionally will be required.
  • Starting Salary Expectations, new to State service: $3,776 monthly to $4,138 monthly; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: $3,776 to $6,146 Monthly Salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility
    , employees will receive a 6.95% increase to their base salary and will pay
    the employee 6% contribution to PERS

What You Need To Qualify:
  • Two years of experience in analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; OR
At least 94 quarter (63 semester) credit hours or associates degree from an accredited college, university, or vocational- technical school that includes 12 quarter (9 semester) hours in accounting, business, or finance; OR
  • A Certified Payroll Professional’s (CPP) certificate; OR
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; AND
  • At least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 8 quarter (6 semester) hours in accounting, business, or finance; OR
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; AND
  • Payroll certification from an accredited college, university, or vocational-technical school

Training or experience must include using a computer to enter, update, or retrieve information. To receive credit for required courses, submit a photocopy of transcripts.
DESIRED ATTRIBUTES/APPLICATION SCORING CRITERIA: In addition to your related work experience and education, we will use the attributes below to determine whom to interview.
  • Workday Payroll knowledge preferred
  • Knowledge of bookkeeping or payroll principles
  • Skill analyzing and interpreting payroll and benefit reports.
  • Skill tracking errors and resolving discrepancies in payroll and benefits.
  • Experience applying rules, policies, and procedures to work assignments.
  • Strong experience communicating complex information.
