POSITION DESCRIPTION:  Oversees and monitors existing and emerging Federal Transit Administration (FTA), Federal Highway Administration (FHWA), state FDOT and local public transportation grant resources and all related program/project usage and safety guidelines, policies, regulations, and procedures. Participates annually in the selection of transit project considerations and the appropriation of discretionary grant funding for the district’s major urban transit systems such a Hillsborough Area Transit Authority (HART), Pinellas Suncoast Transit Authority (PSTA) and Pasco County Public Transportation (GoPasco) as well as the small urban/rural transit systems in Hernando and Citrus Counties. Ensures awardee selection and allocation of federal and state funds are provided for regional transit investment. Programs, processes, encumbers and tracks invoices for federal and state fiscal year releases of grant program allocations and occasional to local governments, municipalities, institutions and agencies. Participates in the development, application and tracking of the unit’s business plan goals, strategies and activities related to transit development and implementation initiatives. Provides technical assistance on funding of existing federal and state grants, usage guidance and policies for internal and external use.

 

Engages in the active review of urban transit planning efforts and integrated land use considerations for internal deliberations with all represented departmental disciplines to achieve a more coordinated approach to providing systems planning assistance to local governments, transportation agencies and authorities and the public. Ensures increased involvement in transportation planning strategies that achieve coordinated opportunities for increased transit service in the region as well as improves efficiency and effectiveness of current systems planning, the review and documentation of Transit Development Plans (TDPs) and study activities. Keeps ISD’s System Planning staff informed of any major transit/transportation changes and emerging or on-going or planning activities. Monitors and reviews all urban transit reviews and guidelines associated with Transit System-Safety Program Plans (SSPPs) and ensures compliance and consistency with Rule 14-90 provisions. Assists and coordinates bicycle and pedestrian transit amenities implementation strategies with the department’s Government Liaison and Traffic Operations staff to address specific transit/bicycle/pedestrian coordination issues and opportunities. Participates in and provides available funding opportunities to regional Transportation Demand Management (TDM) activities with the region’s Transportation Management Organizations (TMO’s) and related advocacy of transportation alternatives. Provides TDMs/TMOs with technical assistance during the development and implementation of an annual outreach plan that includes promotional and educational strategies.

 

Provides updates to the unit coordinator responsible for the fiscal production report and grant project schedules to ensure all grant program funding appropriations are accurately reflected in the department’s five-year work program. Ensures annual program funds are documented in the statewide database for subsequent work program project development and grant management in TransCIP, and funds/project programming in the Florida Accountability Contract Tracking System (FACTS) and Project Suite. Monitors and documents Federal Transit Administration (FTA) transfers, Public Transportation Grant Agreements (PTGAs), project invoices, contract extensions, and any related project documentation.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of all state/federal grant programs, program development plans, and Long-Range Transportation Development Plans. Knowledge of regulations and procedures pertaining to public transportation programs and transit systems planning strategies. Skilled in effectively working in teams, creating group synergy in pursuing collective goals and objectives, and seeking problem solving techniques. Ability to adapt to changing events and processes. Ability to plan, organize, prioritize, and track multiple assignments. Ability to manage contracts. Ability to attend public meetings. Ability to effectively communicate and summarize Issues and action Items. Ability to maintain organized files, records and electronic Information. Ability to use a personal computer running Windows operating system. Knowledge of word processing, spreadsheets, databases, presentation/graphic, and other application specific software.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 1 year of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
