The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.Partnerships & Programs Division Director Job Summary:
Harris County Flood Control District (District) is seeking an experienced, motivated, and resourceful leader for the role of Partnerships & Programs Division Director.
Reporting to the Chief Partnerships & Programs Officer, the Partnerships & Programs Division Director will be responsible for the division's operations to accomplish the goals of the P&P division and will work extensively with other governmental agencies and elected officials, negotiate agreements with other jurisdictions, provide daily oversight and management of the strategic projects and programs and the Geographical Information Systems (GIS) division. This position will also provide technical guidance and sound engineering practice by ensuring that the most economical and feasible method is utilized for each project.
Essential Functions and Duties:
- Oversee the successful implementation of major strategic programs, including large-scale engineering projects, USACE efforts, and other federal programs.
- Perform as the subject matter expert on all aspects of their programs, keeping a working knowledge of all the projects and staff functions within their programs.
- Plan, develop, evaluate, and manage all functions of the Partnerships & Programs Division.
- Review and analyze reports, records, and directives and confer with personnel to obtain data required for division activities, such as new commitments, the status of work in progress, and problems encountered.
- Communicate effectively with federal, state, and local officials on the development, implementation, execution, and conclusion of projects within the programs.
- Communicate regularly with the Executive Director, Chief Partnerships and Programs Officer, constituents, elected officials, and division staff over multiple platforms, to include but not limited to in person briefings, public meetings, virtual calls, phone, and email.
- Communicate with staff and management to balance workload of available resources, identify deficiencies, and recommend innovative solutions to meet their objectives.
- Collaborate with cross-functional teams within a matrix team environment to develop and implement an effective program delivery model.
- Mentor, monitor, and supervise personnel staff on current and future projects across the organization.
- Assist in planning, developing, designing, constructing, and maintaining District projects on an as-needed basis.
- Oversee direct reports in accordance with internal policies. Review staff reports and records to obtain the status of ongoing work, projects, and/or problems encountered.
- Meet with outside engineering consulting firms and civic groups when needed.
- Serve as representative for the Division and the District on behalf of the Chief Partnerships & Programs Officer when needed.
- Assist in the preparation of the annual budget for approval by the Executive Director.
- Perform other duties that may be added or changed as the course and scope of the job directs.

Education:
Bachelor's degree from an accredited four-year college or university in Civil Engineering or a related technical field from an accredited college or university
- Seven (7) years of progressively verifiable experience in managing engineering design and maintenance construction projects related to public works, hydrology, flood control, and/or urban development.
- Experience in the management of complex engineering programs and/or medium to large scale projects working with other governmental agencies.
- Experience working with government agencies and their governing bodies.
- Significant experience managing a large group of professional, technical, field, and administrative employees. including engineers, and technical support staff performing functions relating to public works, drainage systems, and urban planning.
Licensure:
Valid Class "C" Texas Driver's License
- Excellent communication skills to convey complex technical concepts to both technical and non-technical stakeholders, including community members, government officials, and the public in a clear and understandable manner (verbal, written, and data).
- Solid knowledge and understanding of federal, state, and local rules, regulations, and standards related to project delivery.
- Good understanding of standard H&H practices within all stages of the project lifecycle, including understanding of statistical analysis of benefits produced by various modeling methods.
- Excellent understanding of flood risk reduction projects and the project lifecycle. Ability to discern prioritization and best paths forward within projects given various H&H, environmental, ROW acquisition, and funding availability challenges.
- Good understanding of environmental due diligence required of all projects, and how environmental challenges directly or indirectly affect project cost and schedule, including phasing.
- Good understanding and knowledge of grant accounting guidelines, regulations, and standards.
- Good understanding of Texas public agency financial processes.
- Excellent analytical, inductive reasoning and organizational skills, including gathering and comparing resources, sharing findings, and formulating strategy.
- Ability to prioritize and manage multiple projects and/or assignments.
- Excellent knowledge of Microsoft Office applications.
- Ability to work effectively in a cross-discipline, multi-team environment supporting internal and external stakeholders.
- Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, and fairness in the execution of their responsibilities.
