This is the third of four levels in the Parks and Recreation series. Incumbents coordinate the day-to-day activities of assigned parks and recreation functions and/or services in the areas of operations, aquatics, programming, athletics, marketing, and/or historical properties. Responsibilities may include recommending and implementing hours of operation, service offerings, fee schedules, and departmental procedures; prioritizing activities; directing and reviewing marketing efforts; developing bid specifications; determining and approving the terms of rental agreements; monitoring multiple budgets and approving expenditures; and supervising lower-level staff. Parks and Recreation Deputy Directors report directly to the Parks and Recreation Director and may act as the Director in his or her absence.

TYPICAL CLASS ESSENTIAL DUTIES:(These duties are a representative sample; position assignments may vary.)

  • Manages Parks and Recreation staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; overseeing the department's overall marketing plan; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Coordinates operations for the department, which includes recommending and implementing hours of operation, service offerings, fee schedules, and departmental procedures; determining and approving the terms of rental agreements; overseeing department renovation and construction projects; coordinating large scale projects in conjunction with City Project Managers; overseeing parks maintenance as well as building maintenance for various other City facilities; overseeing fleet management of the department's vehicles and mobile equipment; and performing related duties.
  • Directs marketing efforts, which includes developing, proposing, and executing marketing and promotional plans utilizing advertising, special events, and promotions.
  • Responds to questions, comments, or complaints from the public; investigate and resolve issues.
  • Prepares and manages project budgets; forecasts staffing, equipment, and material expenses for budget planning; provides back-up approval for department purchases via City software; monitors and controls expenditures and adjusts budget items as needed; and assists the Director in the development of long and short-range goals for the department.
  • Prepares and maintains a variety of operational records and reports, which includes bid specifications, financial reports, and rental agreements.
  • Performs other duties of a similar nature or level.

TRAINING AND EXPERIENCE (positions in this class typically require):
Bachelor's degree in sports management, public administration or a related field and five years experience in parks and recreation, including two years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

LICENSING REQUIREMENTS (positions in this class typically require):
Licensing Requirements:

  • Certified Parks and Recreation Professional.

KNOWLEDGE (position requirements at entry):
Knowledge of:

  • Managerial principles;
  • Recreational program planning principles and practices;
  • Program development and administration principles and practices;
  • Marketing principles and practices;
  • Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes;

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
