Job description

SUMMARY:


Performs administrative and supervisory work in directing the operations of the Parking Division, and related work as required. This employee plans, manages, and supervises the overall operation within the Division, including the management of external contracts and agreements, direct-report employees, and working with other Divisions and Departments within the Town. This employee is responsible for assisting with budgetary planning for the Division, and monitoring for budgetary compliance throughout the year.

ESSENTIAL DUTIES AND RESPONSIBILITES include the following; other duties may be assigned.

  • Creates the annual budget for the Division, then achieves compliance through monitoring revenue and approving expenditures.
  • Oversees the performance of all parking-related external contracts, including those for the parking meter equipment and back-office system, for the parking enforcement equipment and back-office system, for electric vehicle charging stations, for the outsourced customer interface activities, and for parking citation generation and review, among others.
  • Adjudicates citations and other complaints escalated from the parking citation contractor.
  • Administers and oversees the Town's Residential Parking Permit program, including accepting applications, validating residency requirements, and issuing permits.
  • Prepares periodic reports regarding parking revenue, utilization, compliance, residential permit administration, Impound Lot operation, and other statistics and trends.
  • Coordinates Town marketing and promotion of parking availability, rates, and services, and develops improved methods for communicating these to the public.
  • Answers public inquiries for information about the Town's parking services.
  • Coordinates parking needs for Special Events with the Town Tourism Department.
  • Monitors the use of Electric Vehicle Charging Stations (installed and maintained by outside entities but sited on Town property and/or at Town facilities), coordinates maintenance and repair of said stations with those entities, tracks "remarks" / "comments" on EV locator apps for any action or response necessary and evaluates citywide usage patterns to propose modification and expansion strategies for the program.
  • Oversees two Full-Time and two Seasonal Impound Lot Administrators, including recruiting, hiring, training, and supervision.
  • Monitors parking and Impound Lot facilities, equipment, and signage for maintenance and repair needs, and coordinates these needs with Public Works Maintenance.
  • Is the direct line of communication between the Parking Division and the Ocean City Police Department for placement of, security of, and operational issues pertaining to impounding of vehicles associated with vehicular accidents and/or criminal activities.
  • Coordinates installation, removal, restocking, and cash collection for paid parking kiosks with Public Works Maintenance.
  • Oversees the Seasonal position of Lead Parking Enforcement Officer and the Seasonal staffs of Parking Enforcement Officers and Inlet Lot Ambassadors, including recruiting, hiring, training, and supervision.
  • Responsible for equipment including vehicles, vehicle-mounted scanner(s), handheld scanners, radios, and other devices used in parking enforcement.
  • Responds to accident, injury, or confrontation incidents involving Parking Enforcement Officers as needed.
  • Is the Town representative to the International Parking and Mobility Institute or other equivalent professional trade organization.

EDUCATION and/or EXPERIENCE:

  • An associate or bachelor degree in business, transportation / logistics, or some other related field is strongly preferred.
  • Five (5) years of work experience in the field of parking management with a minimum of two (2) years in a supervisory/management position is mandatory.
  • Additional experience may be substituted for the preferred education on a commensurate basis.


CERTIFICATES, LICENSES, REGISTRATIONS: Valid driver's license.


OTHER SKILLS AND ABILITIES: Thorough knowledge of parking operation and maintenance; ability to establish and maintain effective working relationships with others, and to be able to prepare and supervise the execution of the operating budget. Must have the ability to communicate clearly with staff, citizens, and elected officials, and, to motivate subordinates.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.


REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to stand and walk. The employee is occasionally required to use hands to finger, handle, or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
