ABOUT THIS POSITION


The Parks and Recreation Department provides residents and visitors more than 41,000 acres of desert Parks and mountain preserves. The parks feature 41 trailheads and more than 200 miles of trails, and 182 city parks. Additionally, there are 32 community and Recreation centers, classes and sports programs for all ages, 29 pools, eight golf courses, and a variety of specialty and cultural venues and facilities.

The City of Phoenix, Parks and Recreation Department is seeking Park Ranger III Supervisors to fill two positions in the Natural Resources Division’s Urban (neighborhood parks) Park Ranger team. Park Rangers promote behavior that allows everyone to enjoy clean, safe, accessible, and inviting Parks and programs. Urban Park Rangers provides 24-hour coverage in our neighborhood parks, working four, 10-hour shifts. These shifts run from 4:00am to 2:30pm, 11:30am to 10:00pm and 8:30 p.m. to 7:00 a.m., Sunday through Wednesday or Wednesday through Saturday. Evening and overnight shifts receive shift differential pay.

With over 185 urban parks, Park Rangers monitor the safe use of urban parks, enforce park rules and regulations, educate public safety through contact, citations, programming, and support, monitor emergency situations, and physically patrol and report issues with parks, restrooms, swimming areas, parking lots, and park facilities of the urban parks. Park Rangers also communicates with department staff and first responders using a handheld device during emergency situations, patrol City property in a marked City vehicle, issue criminal, civil, and parking citations as well as trespass notices, complete daily patrol logs, incident reports, and may perform general first aid and CPR.

  • Urban Park Ranger Units - Focus on safe use of City urban parks, park patrols, public contact, community outreach, education and programming, and consistent enforcement of park rules/regulations, Code of Conduct and Phoenix City Codes.

All Park Rangers will:

  • Enforce park rules, regulations, and ordinances as required while educating the public in urban parks.
  • Issue criminal, civil, and parking citations, and subsequently defend those citations in municipal court.
  • Issue trespass notices for violations of Parks’ Code of Conduct, following procedures outlined in city policy.
  • Interact safely and communicate effectively with a variety of park users and other City of Phoenix staff during enforcement and emergency situations.
  • Complete timely reports and daily Park Ranger logs with truth and accuracy.
  • Engage in community outreach by connecting human service providers with individuals experiencing addiction, homelessness, and other impediments to wellness while in City of Phoenix parks.
  • Follow all City of Phoenix policies and regulations and represent the City of Phoenix with professionalism and integrity, both during enforcement interactions and otherwise while on duty.
  • Maintain a valid driver’s license and operate City-vehicles between and within urban parks, following all City of Phoenix safe-driver and accident reporting protocols.
  • Park Ranger IIIs supervise, train, and schedule the work of employees at the Park Ranger II level, along with other staff and volunteers within the Parks and Recreation Department.

Park Ranger IIIs will:

  • Ride with staff on a daily basis and train them in all aspects of the Ranger II position such as writing reports, writing citations and department reports.
  • Schedule patrol routes and related activities to ensure adequate coverage.
  • Prioritize and assign work to staff and communicate daily operational goals.
  • Direct and manage the education and enforcement of park rules, regulations, and City ordinances to the public.
  • Communicate effectively and professionally with staff and the public.
  • Ensure staff adherence to all City policies and procedures, assigned details, and completion of work assignments on time.
  • Review written materials to include daily Park Ranger logs, departmental reports, and other correspondence.
  • Manage difficult citizen complaints.
  • Train staff to educate the public on the safe utilization of the parks.
  • Adhere to the City Charter/Ordinances, Administrative Regulations, Field Operations and Protocols, and ensure team members also perform accordingly.
  • Attend meetings/trainings and provide accurate/relevant information to coworkers and staff.

IDEAL CANDIDATE

  • Demonstrate knowledge and understanding of the Phoenix City Code, the Parks and Recreation Code of Conduct, PHXCARES, Community Resources, and Patrol Procedures.
  • Possess excellent computer skills for email communications, report writing, accessing training, etc.
  • Ability to communicate effectively and professionally with customers, City employees, and the public in face-to-face settings, in group settings, through electronic communications, or using a telephone.

SALARY


Pay Range: $25.56 - $37.96 per hour.

Hiring Range: $24.34 - $35.96 per hour.

MINIMUM QUALIFICATIONS

  • Three years of full-time work experience as a Park Ranger, trail guide, security enforcement, military background, or corrections experience; OR
  • Three years of full-time work experience in natural resource management to include preservation management, trail planning and management, water management, biodiversity conservation and or environmental management.
  • Must be able to obtain and maintain First Aide/CPR certifications upon hire.
  • Moving objects weighing up to 50 pounds may be required.
  • Must be able to hike long distance trails over rough, uneven, or rocky surfaces.
  • Must be able to ride a mountain bike.
  • Must be able to work as a team in a variety of weather conditions with exposure to the elements.
  • Work assigned morning, evening, or overnight shifts, which include weekends and holidays.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Perform daily maintenance patrols at urban parks, such as, but not limited to restroom examinations, identification and reporting of graffiti, and water fountain, toilet, and sink plumbing inspections.
  • Recognize violations of the Phoenix City Code and Code of Conduct and apply the appropriate enforcement action.
  • Experience supervising subordinate staff.
  • Experience using a computer for reading, writing, and data entry.
  • Experience with conflict resolution.
  • Experience writing and reviewing written material.
