About the Position:
The Outreach Specialist is responsible for developing a strategic plan to educate all professionals that work with expectant mothers, unmarried parents, and families about the importance of paternity establishment. The position provides education, training assistance, and outreach to hospitals, prenatal entities, social service providers, and other interested groups on the subject of voluntary paternity. Voluntary paternity is a critical subject for unmarried parents and is a required step to create a legal connection between a child and their father if the parents were unmarried at the time of birth. The position entails promoting, maintaining relationships with professionals that interact with parents and improving paternity establishment performance at birthing hospitals throughout the state of South Carolina. The position requires a candidate that enjoys travel and being out in the community promoting the program and providing resources, support, and education to a broad array of groups. The Outreach Manager reports to Vice President.
Primary Responsibilities:
- Performs outreach to pre-natal programs, community organizations, and government programs serving pregnant women and young families
- Trains hospital, county health departments, Office of Vital Records, and other SC POP partners' staffs
- Monitors birthing facility/other entities' performance
- Handles help line calls/emails/texts from in-hospital paternity site staff, program participants, and the general public; responds to correspondence
- Ensures compliance with state contract requirements
- Serves as day-to-day liaison with state contract manager
- Prepares reports as required by state and contract requirements
- Working with contract executive, reviews, assesses, and modifies ongoing outreach strategies
- Assists with public relations, PSA, and other education material development
- Facilitate presentations and training events to broad array of partners
- Maintains and revises procedures manual for birthing facilities and other SC POP partners
- Maintains internal Standard Operating Procedures (SOPs)
- Continually reviews and works to improve in-hospital paternity performance
Requirements
- Bachelor's degree in social sciences; marketing or business; public policy; or other related field
- At least five (5) years' experience managing public sector projects
- Strong presentation and customer service skills required
- Excellent verbal and written communication required
- Bilingual preferred, not required
