Job description

The Outreach and Engagement Specialist position is public-facing and serves as part of the outreach function within the Enrollment Department. The focus of this role is to connect, educate, and partner with families, advocates, schools, and professionals that support individuals with I/DD, to simplify the OPWDD processes and streamline the path to enrollment at Care Design NY. As such, it is imperative that the Outreach and Engagement Specialist have a thorough understanding of Care Design NY, the OPWDD processes, the CDNY enrollment process, and the ability to communicate complex information in as clear and simple a manner as possible. The success of this position will be based, in large part, on the Outreach and Engagement Specialist’s ability to understand the applicants’ points of view and share information in a way that makes sense to them.

  • Acts, in partnership with the Outreach and Engagement Manager, as a point of contact for agencies,schools, and other organizations supporting people with I/DD, and who wish to get more information about in Care Design NY’s enrollment process as it relates to OPWDD eligibility and obtaining Medicaid coverage.
  • Attends, both in partnership with the Outreach and Engagement Manager and individually, outreach events organized by entities appropriate to our target population. To be accessible for events, some of which may occur during weekends or in the evenings, some evenings and weekend work will is required.
  • Consistently communicates with the Outreach and Engagement Manager on the schedule determined by the Outreach and Engagement Manager, regarding the calendar of events, and carefully updates the event calendar.
  • Ensures materials are up-to-date and effective for various audiences. In conjunction with the Outreach and Engagement Manager, regularly reviews and assesses the need for updates to any materials (brochures, table displays, promotional items, etc.) used for outreach activities, ensuring that Care Design NY is always represented professionally, and supply needs foreseen for scheduled events are addressed timely.
  • Maintains detailed knowledge about OPWDD services and processes, as well as other service systems and community support in general; attends meetings, trainings and workshops that are relevant to continued learning in these areas.
  • Develops familiarity with Care Design NY’s Enrollment Process, with respect to collecting relevant information and documentation pertaining to applicants for Care Management services.
  • Attending weekly Enrollment Department meetings and becoming familiar with potential barriers to enrollment, specific to each region served by Care Design NY.
  • Develops familiarity with basic managed care concepts so questions about managed care for the I/DD population can be addressed, stays informed and up to date on developments in this area (for example, when mandatory enrollment discussions begin again and the impact that will have on the I/DD population).
  • Provides regular feedback to the Outreach and Engagement Manager, as well as the Director of Enrollment, regarding turnout at events, whether specific events are appropriate for our organization, and tracks all events and meetings where outreach activities are occurring, or where collaborations are happening.
  • Works with Outreach and Engagement Manager and Director of Enrollment to create and maintain a report for leadership that encompasses outreach activities and outcomes, and to develop and fine tune the outreach strategy.
  • Travel, including some overnight travel, is required to attend events including, but not limited to, tabling events, conferences, expos, resource/transition fairs, meetings, and workshops.

  • Bachelor’s degree and at least one year of related experience working with people with /IDD preferred, or an associate degree with 2 years of experience working with people with I/DD.
  • Strong verbal, written and public speaking skills required, in addition to demonstrated interpersonal skills and ability to organize work effectively.
