TITLE: Out Of School Time (OST) Administrator
TITLE OF SUPERVISOR: Director of Community Based/Housing and Homeless Services Division
ORGANIZATIONAL UNIT: Catholic Social Services
JOB CLASSIFICATION: Exempt - Full Time (35 Hours per week)
Major Responsibilities:
Responsible for the management and supervision of all contractual /licensing requirements to be implemented in the CSS OST Programs. Duties include, but are not limited to, supervision of all OST Directors, and Support Services Coordinators (SSC), assurance of compliance with the OST Standard Operating Procedures (SOP), and State Licensing regulations. Also responsible for the oversight of the CSS High School OST and Summer Work Ready Program. The administrator is responsible for assisting in the development of budgets, overseeing expenditures, conducting monthly staff meetings, generating internal and external reports, attending all required internal and external trainings/meetings, and assisting the program directors with grant and renewal applications.
Supervision Received:
Directly from the Director of Community Based /Housing and Homeless Services Division.
Supervision Given:
Directly to all OST Directors and Support Services Coordinators.

Principal Duties and Responsibilities:
- Provides direct supervision of OST Directors, Support Service Coordinators and Work Ready OST High school Director.
- Develops a strong working relationship with PHMC staff, school leadership and other appropriate funders/partners.
- Conduct monthly site visits, and periodic review of files.
- Conduct monthly staff meetings.
- Attend monthly Conference meetings with Division Director.
- Assure program compliance of all data maintenance systems that include Cityspan and ELRC, which includes timely reporting of and compliance with monthly invoices, attendance, and any additional contractual or systematic requirements.
- Ensure program compliance of all PHMC and OCF reporting requirements as set forth by contracts.
- Ensure program adherence to CSS policies and procedures and serve on the CSS Quality Assurance Committee.
- Ensures program compliance with all standards set forth by DHS State, ELRC, OCF and PHMC that includes policies and oversight of application/renewal processes.
- Act as a liaison between agency branches and programs (i.e. Human Resources; Financial Department; ITS)
- Attend all meetings/training pertinent to programming, including those provided by CSS, PHMC and OCF.
- Establish and maintain relationships with school leadership, and community partners.
- Develop marketing, promotional and outreach materials that are universal for all programs. This includes maintenance of OST Website and Facebook pages.
- Seek diverse funding streams to support programming.
- Organize and develop events to promote programming.
- Other tasks and duties as assigned.
DEMONSTRATED SKILLS AND ABILITIES
- Knowledge and orientation of agencies' mission statement, philosophy, and core values.
- A bachelor's degree in education, Social Work, or acceptable Human Services Degree with extensive experience working in non -profit management. Master's Level preferred.
- Ability to multi-task and be flexible to meet contractual requirements.
- Demonstrate strategic ability to manage and measure work.
- Knowledge of PA Child Care Regulations.
- Ability to manage and navigate through different systems.
- Ability to routinely and efficiently document and update contract processes, protocols, reporting, as well as the ability to organize information to orient OST Directors and all pertinent staff.
- Demonstrate leadership and experience in working with groups and in cooperative teams.
- Ability to establish and maintain positive and professional relationships with co-workers, subordinates, students, parents, stakeholders and supervisors as well as with those that monitor programs.
- Must have strong interpersonal skills and the ability to relate effectively with a diverse client population.
- Must possess strong management skills and the ability to problem solve effectively.
- Must possess strong written and verbal communication skills.
- Ability to offer support to OST Directors and Support Service Coordinators so they may make their OST programs a resource to parents and schools within the communities where they are located.
