Job description

MBTA Safety's primary responsibility is safety oversight: namely monitoring and assuring the safe operation of our transportation system, including all modes (commuter rail, heavy rail, light rail, bus, ferry, and paratransit), and assuring workplace safety. MBTA Safety partners with departments throughout the Authority to identify and mitigate hazards and enhance safety for our employees, customers, capital projects, and infrastructure.
The Safety Lead (SL) Occupational Health and Safety Administration (OSHA) Trainer will be responsible for creating, providing, managing, ensuring, and tracking training on OSHA/workplace safety programs and related occupational health and safety topics. This role is to support and advance worker safety initiatives at the MBTA. Integral to this role is working collaboratively with OHS team members, members of the Safety Department, MBTA training Departments, as well as all MBTA employees and contractors.

  • Support the development and implementation of MBTA OSHA-based worker safety programs and drive the related OHS training development and implementation.
  • Prepare and deliver in-person and virtual specialized occupational health and safety training, coaching and education for various departments throughout the Authority. Many topics and programs may require customized training to ensure the topic is applied to the department's interaction with the hazard.
  • Work with various departments to create toolbox talk content regarding OSHA and related safety programs and regulations.
  • Identify the need, participate in the selection of, and oversee and manage outside/3rd-party OHS training resources and consultants.
  • Manage training content and training tracking through MBTA's online training system. Track and report on required and recommended OSHA-related training across the Authority.
  • Respond to and participate in employee injury investigations and concerns.
  • Work collaboratively with MBTA managers, supervisors, and appropriate parties to identify and mitigate hazards through appropriate training and coaching.
  • Represent MBTA Safety on task forces and committees established to address safety and related training, OSHA program implementation, employee needs, and other topics relevant to Authority goals and requirements, including support of the Authority's Safety Management System (SMS) and related policies and procedures.
  • Participate in the evaluation, review, and content update of the MBTA OHS Plan and worker safety programs, trainings, policies, and procedures.
  • Review, interpret, provide comment on, and disseminate to relevant parties OSHA regulations and interpretation letters that are relevant to the MBTA as they are published; and update existing training content as needed.
  • Work closely with representatives from the Massachusetts Department of Labor Standards (DLS) and Massachusetts Department of Public Utilities (DPU) to investigate and resolve identified safety issues.
  • Drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events, as needed.
  • Perform night and weekend Safety Duty Response in rotation with other Safety staff.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
  • Provide internal and external customers with a courteous and professional experience.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.

Supervision
  • None

  • Bachelor's degree in the area of safety, training, or a related field from an accredited institution.
  • Six (6) years of relevant training experience, including providing OSHA/workplace safety training and/or training in a related worker safety field.
  • Four (4) years of experience in safety training curriculum development and delivery.
  • Documented relevant OSHA safety training courses such as those provided by the OSHA Training Institute, including Trainer Course in Occupational Safety and Health Standards (OSHA 500 or 501), OSHA 30, and courses in one or more of the following areas: Respiratory Protection, Hearing Conservation, Machine Guarding, Lockout/Tagout, Electrical Safety, Fall Protection, Confined Space Entry, Powered Industrial Trucks, Hazardous Materials, Job Hazard Analysis, and Industrial Hygiene.
  • Effective organizational, analytical, multitasking, time management, and interpersonal skills. Ability to demonstrate strong analytical, communication, and report writing skills.
  • Ability to effectively communicate with regulatory agencies, community organizations, and employees at all levels of the organization on technical and sensitive matters.
  • Proficient in the use of Microsoft Word, Excel, PowerPoint, and other presentation software and Database applications.
  • Available and able to work any and all shifts and/or locations as assigned or directed, twenty-four (24) hours per day, seven (7) days per week, including during severe weather conditions, emergencies, holiday, or other celebrations, or other circumstances that may potentially impact service or the safety of service.
  • Ability to work with a diverse workforce.
  • Ability to walk the Right of Way (ROW) with PPE and required equipment on track, ballast, and uneven surfaces based on the logistics of the safety task and/or emergency response.
  • Ability to access areas using stairs, ladders, and ramps across the MBTA system and facilities to observe and evaluate conditions and conduct monitoring.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • A High School Diploma or GED with an additional eight (8) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional four (4) years of directly related experience substitutes for the bachelor's degree requirement.
  • A Master's degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
Preferred Experience and Skills
  • OSHA Certified Trainer.
  • Occupational Health and Safety certification (e.g., SHS) and/or related OSHA and OHS course certificates.
  • Certified Safety Professional (CSP) or equivalent degree or certification.
  • General Industry or Construction Certified Safety and Health Official.
  • General Industry or Industrial Safety and Health Specialist.
  • Certified Occupational Safety Manager, Specialist, or Official.
  • Fire Prevention and Life Safety.
  • Working knowledge/experience creating training in Learning Management Systems software (e.g., Articulate 360, spring Suite, etc.).
  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Rail and/or Bus.
  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
  • Knowledge of:
    1. American Public Transportation Association (APTA) standards
    2. ANSI/NFPA/IEEE/IEC codes, etc.
  • Experience working in transportation, safety, security, or related field.
  • Demonstrated understanding of the Massachusetts Department of Labor Standards (DLS), Federal Transit Administration (FTA), and/or DPU regulations.
