Purpose of Position
Incumbent serves as an Operator for the Street Department, responsible for driving/operating various trucks and equipment in clearing and maintaining city streets and rights-of-way.
Essential Job Functions
Operates various models of trucks and equipment for clearing and maintaining city streets and rights-of-way as assigned, such as dump trucks, snow removal equipment, air compressors, jackhammers and mowing equipment. Pressure-washes city sidewalks. Use of front end loader during snow operations.
Operates, chain, power, and hydraulic saws, riding and push mowers, bush hog, trimmers, removes weeds, brush and storm-damaged trees from city properties, rights-of-way and catch basins. Operates bucket trucks as assigned. Walks along road sides and picks up trash. Operates leaf machine annually in providing leaf pick-up service.
May be assigned as crew leader at work site, overseeing completion of work orders, completing daily work records as required, and periodically providing training to new personnel as needed.
Periodically repairs streets and public rights of way, including operating jackhammer, breaking, loading and hauling old concrete, operating patching machines, shoveling and spreading road patching materials and sealing cracks. Periodically cleans inlets, pouring/forming concrete, and filling sink holes.
Periodically assists with flagging/traffic control at work sites as assigned.
Periodically assists in cleaning and maintaining vehicles and equipment as assigned, such as washing, lubricating, checking fluid levels, and changing oil and tires, and using hand tools to adjust and replace parts as needed. Periodically enters work orders using City Works software. Periodically drives out of town as assigned to pick up supplies or deliver/pick up equipment for repairs.
Operates 800 Mhz radio for communications between Police, Fire and office personnel.
Incumbent occasionally works extended evening or weekend hours and are on 24-hour call for emergency situations as assigned.
May be required to work other shifts as needed, or to cover vacant positions due to vacations, sickness or other absenteeism.
Job Requirements
High school diploma, GED or comparable years of work experience.
Possession of at least a valid Class B commercial driver's license with air brake endorsement and demonstrated safe driving record, and must remain insurable by the City of Noblesville's liability insurance carrier. (Refer to the Civilian Personnel Policy for additional information) Ability to obtain a Class A commercial driver's license with trailer and air brake endorsements.
Ability to obtain category 8 state license. Ability to operate sprayer when license is obtained.
Working knowledge of and ability to make practical application of Department and OSHA safety policies and procedures, and ability to properly operate a variety of trucks, equipment and power tools as assigned, including, but not limited to, dump trucks and bucket trucks, snow removal equipment, street sweepers, chain, power, and hydraulic saws, air compressors, jack hammer, and mowers.
Ability to physically perform assigned duties, including driving/sitting for long periods, depth perception, hearing sounds/communication, standing/ walking for long periods, walking on uneven terrain, lifting/carrying objects weighing no more than 50 pounds, shoveling, raking, pushing/pulling objects, reaching, bending, handling/grasping/fingering objects, and close/far vision.
Working knowledge of local geography and ability to read and interpret local maps.
Working knowledge of universal health precautions and City's Bloodborne Pathogens Control Plan, and ability to apply such knowledge on the job to protect oneself from infection.
Ability to count and make simple arithmetic calculations and ability to maintain detailed records and entering data on a computer using standard software, including but not limited to City Works.
Ability to work alone and with others in a team environment, work rapidly for long periods, and understand and follow written and oral instructions.
Ability to effectively communicate with co-workers and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to occasionally work extended weekend, and/or evening hours and occasionally travel out of town, sometimes overnight.
Work Environment
Incumbent maintains contact with co-workers and occasionally with the public for the purpose of exchanging information.
Incumbent reports directly to the Chief Operators.
Incumbent performs a majority of duties outdoors and in a vehicle, and is frequently exposed to, normal hazards associated with maintaining rights-of-way, such as machinery, traffic, noise, grease, dirt, dust, vehicle fumes, blood borne pathogens and other infectious materials, extreme temperatures and inclement weather. In responding to emergency situations, incumbent may be exposed to such hazards as downed power lines and/or fallen trees. Safety precautions must be followed at all times to avoid injury to self and others.
Incumbent occasionally works extended evening or weekend hours and are on 24-hour call for emergency situations as assigned.
This position is identified as having occupational exposure to blood or other potentially infectious materials.

HEALTH INSURANCE BENEFITS
INSURANCE PREMIUMS:
The City of Noblesville pays 80% of the medical, dental and vision premiums for full-time city employees. Insurance premiums are deducted over 24 pays per year.

Urgent care co-pay: $50.00
Emergency room co-pay: $175.00

Deductible: $400.00 individual / $800.00 family
Paid by plan after deductible is met: 80%

PRESCRIPTIONS/RX
Generic co-pay: $25.00
Brand name formulary co-pay: $35.00
Brand name non-formulary co-pay: $50.00
Employee Healthcare Clinic
Full-time employees have access to a Health and Wellness Clinic which provides many health and wellness services for employees and dependents on the city's medical healthcare plan. Many of the services provided are those you would expect to receive from a family physician. The clinic also provides generic prescriptions and clinical lab testing. All services provided at the Health and Wellness Clinic are provided at no cost to the employee.
