Job description

Open to the general public and any current Municipal employee.
This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Public Transportation
HOURS OF WORK: Hours vary; Monday through Sunday.
LOCATION: 3600 Dr. Martin Luther King Jr. Avenue

Provide day-to-day logistics oversight of the fixed route system. Duties include but are not limited to: ad-hoc modification of the roster and associated shifts for the purpose of optimal utilization from an employee to budget oversight standpoint. Direct supervision of bus operators to include evaluations and disciplinary actions; safety and security issues related to the agency; bus operator training; customer complaint resolution; chair various working committees; road supervision; administrative supervision of the dispatch office. Understand FTA substance abuse testing procedures, Municipality of Anchorage (MOA) Drug & Alcohol policies for reasonable suspicion, leave tracking to include Family Medical Leave Act (FMLA), Alaska Family Medical Leave Act (AFLA) and Workers Compensation (WC) absences. Utilize a diverse set of application(s) for the purpose of achieving assigned goals for projects and/or deadlines. The latter may include a variety of software ranging from surveillance software, workforce management software, timekeeping software, etc. Manage a diverse workforce and challenging clientele base. Perform related duties as assigned.
Bachelor's Degree in Business Administration, Business Management, Computer Information Systems, Civil Engineering, Logistics, Planning, or similar discipline and four (4) years of transportation operations or logistics experience, two (2) years of which must have been in a supervisory, lead, or administrative capacity.
OR
Associate's Degree in Business Administration, Business Management, Computer Information Systems, Civil Engineering, Logistics, Planning, or similar discipline and six (6) years of transportation operations or logistics experience, two (2) years of which must have been in a supervisory, lead, or administrative capacity.
OR
High school diploma, GED, or equivalent and eight (8) years of transportation operations or logistics experience, two (2) years of which must have been in a supervisory, lead, or administrative capacity.
Must possess a valid State of Alaska Class B Commercial Driver's License (CDL) with a (P) passenger endorsement and no air brake restriction at time of hire. Applicants with a Restriction of "L-Vehicles Without Air Brake Systems Only", "N-NO Class A and B Passenger Vehicle", and ""P-No passengers in CMV bus" are not eligible.

Must possess:
  • A Valid driver's license at time of application.
  • A Valid State of Alaska Commercial Driver's License with Passenger endorsement with no restrictions at time of hire.

Preferences:
  • Educational or professional background specific to Transportation or Logistics Management.
  • Experience working in an organized labor environment.
  • Familiarity with Federal Transit Authority drug & alcohol regulations.
  • Familiarity with Federal and State occupational safety and health regulations/

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's State of Alaska Class B Commercial Driver's License (CDL) with Passenger endorsement with no air brake restriction and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska driver's license was first issued within one year prior to application, documenting an acceptable driving history. The processing fee(s) are the responsibility of the selected applicant.

All required certifications and licenses must remain current for the duration of employment.
As a condition of employment, the person selected will be required to successfully complete a medical physical exam and functional capacity examination and will also be required to successfully complete a drug test prior to beginning work and will be subject to future periodic drug and alcohol tests on a random basis without advance notice.
If selected for hire, appointment in this position will be conditional based upon the satisfactory review and completion of the Previous Employer Alcohol & Drug Test Information Forms. Names, addresses, and phone numbers for positions that required Department of Transportation testing for the last two years will be required in compliance with § 40.25 and § 382.405(f) and (h).
If selected for hire, the appointment in this position will be conditional based upon a satisfactory background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
