Job description

JOB SUMMARY

DBI is looking for a self-starter to take on an Operations Manager position. This person will be responsible for all aspects of guardrail maintenance within the Appalachian District. The selected candidate will report to the Project Manager as well as both in-house and external clients.

This is a professional position thatrequires past experience operating and managing multiple crews across the District. Ideally, experience will include managing, training, scheduling up to 40 employees. Primary duties are centered on scheduling, routing, and reporting for all district highways within the District. This position is also responsible for meeting performance and budgetary goals.

II. Essential Job Functions

    • Responsible for managing personnel, materials, and equipment. Works closely with Crew Supervisors, and Technicians to ensure that work is performed efficiently, to exact standards and is completed in a timely manner to prevent failed or late work orders.
    • Conduct training for all personnel in the installation and repair of guardrail.
    • Maintain a listing of all certifications and needs for recertification's. Assure employees are recertified prior to expiration date.
    • Responsible for work needs assessment and prioritization.
    • Responsible for advising and updating client in relation to future schedules as well as work completed on a daily/weekly basis.
    • Responsible for attendance at and participating in meetings with the client (VDOT) to determine action to be taken on repair recommendations. Advance preparation is required to understand the history of each repair site.
    • Responsible for direction and oversight of subcontractors performing guardrail repairs within the District. This may include contract administration and development. Review contract progress relating to production, time frame and meeting contract specifications.
    • Responsible for emergency response efforts and customer service response throughout the District for guardrail assets.
    • Responsible for advising and updating Project Manager in relation to incidents which effect normal vehicle flow.
    • Responsible for implementing and enforcing safety policies.
    • Responsible to perform post-event damage assessment and repairs.
    • TheOperations Manageris on-call 24 hours a day, 7 days a week.
    • Responsible to keep Project Manager up-to-date on operations at all times. This may be done through attendance at daily meetings as well as through other means of communication.
    • May be asked to perform on-call duties.
    • Reviewing and approving daily paperwork and timesheets.
    • Inventory control, ordering, and counting.
    • Coordinate long-term personnel and equipment scheduling/planning to determine overall District need.
    • Monitor truck and equipment to ensure worthiness, thus not jeopardizing the safety of employees or the traveling public.
    • Understand the capabilities of guardrail equipment and operations of the equipment. Provide training on the safe and proper use of equipment.
    • Work with Project Manager to ensure information is being processed accurately and timely.
    • Approve expense reports of direct reports.
    • Ensure managers are making proper utilization of the account manager program.
    • Working closely with the state-wide QA/QC Manager to assure all guardrail installations are 100% correct and all QA inspections are completed within the Quality Management Plan timeframe.
    • Compile all paperwork, pictures and documentation for third party billing.
    • Other duties as assigned

    • Technical Ability and Analysis:Ability to utilize Microsoft Office and DBi management systems; Ability to blend strong technical skills with practical business intuition; Ability to identify and track costs in regard to penalties, and opportunities for efficiency and profit maximization; Identify positive and adverse trends in Project performance and communicate information to the Project Manager

IV: Minimum Requirements

    • 5+ years' experience in guardrail.
    • 3+ years of management experience is preferred
    • Experience working with computer, smart phone applications and associated software
    • Additional industry-related training/certification is desirable
    • Training in GRIT, MRP and QC a plus
    • Advanced MOT certification and First Aid is a plus

V: Physical Requirements

    • 15% of the working environment will be conducted in an environmentally controlled office, using repetitive hand and head movements, continuously viewing technology monitors and physical documents. Will occasionally lift and carry up to 25 lbs. unassisted while walking up and down stairs
    • 85% of the working time will be on the roadway driving, working with crews, working with the customer, conducting reviews and inspections. Ability to traverse uneven ground and slopes without assistance. Ability to perform manual labor include lifting 50 pounds.
