About the Position: Multnomah County Drainage District #1 (MCDD) is recruiting for 1 (one) full-time regular Operations & Maintenance(O&M) Assistant Technician or Operations & Maintenance Technician I, depending on the candidate's qualifications. This position will perform various tasks, including pump station inspections, beaver dam and stormwater blockage removal, the operation of vehicles, including trucks and trailers, painting, and support on Operation & Maintenance (O&M) projects as needed. The Assistant or technician will also perform servicing and minor repairs to tools and equipment, perform manual labor tasks with small equipment and hand tools, perform building maintenance, and complete paperwork associated with different administrative tasks. Work is performed in partnership with the operations crew or independently. The position reports to the Operations Manager.
Operations & Maintenance Assistant Technician:
This is the 1st tier of a 5 tier series. This is an apprentice or seasonal position that will allow someone to learn the skills and knowledge needed to work through the O&M series. Salary: $41,200 - $61,800.
Operations & Maintenance Technician I:
This position is the second tier of a 5-tier O&M classification series. This position will provide support in all aspects of maintenance to their ability. Under close supervision, performs routine assignments of limited complexity in accordance with specific instructions and/or established procedures requiring minimal interpretation or judgment. Normally works under the direction of more senior staff. Guidance is usually readily available. Individuals in this job class must have knowledge of drainage and levee systems. Salary: $50,000 - $74,900.
Examples of Duties
General Responsibilities:
Perform a variety of tasks including but not limited to the operation of vehicles and equipment, including truck & trailer, herbicide spray tanks, and hydro-seeder; perform servicing and minor repairs to tools and equipment; perform manual labor tasks with small equipment and hand tools; perform building maintenance and application of general use herbicides; complete paperwork associated with different tasks. Work is performed as part of our O&M team and is supervised by a crew lead.
  • Follow verbal and written instructions.
  • Follow all safety standards and guidelines.
  • Identify and solve problems observed in the drainage and levee systems
  • Document observations and work performed
  • Assist with routine maintenance in:
    • Levee systems
    • Pump station systems
    • Drainage ways
    • Facilities repairs
  • Perform essential core tasks for system reliability.
    • Weekly pump station inspections
    • Drainage way clearing and debris removal
    • Pump station and culvert grates clearing
    • Levee mowing and other vegetation removals
    • Weed-eating pump stations and levee areas.
    • Herbicide application
  • Duties Applying to All Employees

    Typical Qualifications
    Minimum Requirements:
    Knowledge of:
    • Safe work practices and the safety culture
    • Working with power tools and equipment
    • Reading, math, and communication (oral, listening, and written) skills equivalent to those obtained by completing high school or commensurate experience
    Ability to:
    • Work in a team environment
    • Have a positive attitude in a work setting
    • Operate simple power tools and hand tools
    • Learn and apply safety techniques and standards
    • Periodically bend, twist, and climb in and out of vehicles and equipment
    • Required to climb and/or work on steep slopes
    • Work with pesticides and other chemicals safely
    • Work on and over water
    • Work outdoors for extended periods under unfavorable conditions
    • Lift 100 pounds and maneuver 50 pounds
    • Utilize computers or other electronic devices to document work
    Education, Experience, and Special Requirements:
    • High school diploma or G.E.D
    • Valid class "C" state driver's license (valid driver's license for 1 year or more) and clean driving record
    • Requires 0-2 years of related experience.
    • May be required to obtain other licenses and certifications as needed. Examples include:
      • Pesticide Applicator License
      • Aquatic Applicator License
      • Class A CDL
      • Certified General Inspector
      • Welding Certification
      • HOZWOPPER
      • Trenching safety
      • Forklift Operator Card
      • Others as approved by the Operations Manager.
    Preferred Experience and/or Qualifications:
    • Operating farm tractor equipment
    • Herbicide application/ applicator license
    • Construction site safety awareness/ certifications
    • Operating a work boat with an outboard motor
    • Mechanical experience

    Distinguishing Characteristics - O&M Assistant Technician Classification:
    • 0-2 years related experience
    Distinguishing Characteristics - O&M Technician I Classification:
    • Meet all the above requirements.
    • Knowledge of drainage and levee systems in all districts.
    • Ability to:
      • Use and operate a variety of tools, vehicles, and equipment.
      • Work on minor mechanical issues with tools and equipment
      • Work effectively with staff throughout the organization
  • Education, Experience, and Special Requirements:
    • 1-4 years related experience.
    • Traffic Control certificate
    • Forklift Operator Card

  • Supplemental Information
    Working Environment: Work is performed in both a standard office environment and in the field; exposure to variable and/or extreme weather conditions, flowing water, water-borne pathogens found in floodwater, and off-road driving conditions; standing, walking, driving, hiking, digging, and may be required to lift to 100 pounds and carry 50 pounds.
    The position requires availability during evening and weekend periods as part of an on-call rotation, support of community events sponsored by MCDD, or flood-fighting situations. This is a safety-sensitive position that requires applicants to pass a pre-employment drug screening. Safety-sensitive position is a job or position where the employee holding this position has the responsibility for their own safety and/or other people's safety.

    Employees hired into qualifying positions on or after August 29, 2003, and who meet certain requirements are members of OPSRP.
    OPSRP is a hybrid (defined contribution/defined benefit) pension plan with two components: the Pension Program (defined benefit plan) and the Individual Account Program (defined contribution plan). MCDD contributes to the OPSRP system in accordance to PERS requirements.

    Section 457 Deferred Compensation Plan
    MCDD offers voluntary tax-deferred compensation plan to its eligible employees.
    Vacation Benefit
    All full-time and regularly scheduled part-time employees are eligible for vacation based on the schedule below. Relevant experience prior to work at MCDD will be determined by the hiring manager. All accruals begin after the completion of 90days of employment. At the end of the Introductory Period, credit is given from the first day of employment. No vacation time may be taken or paid during the Introductory Period, unless specific arrangements have been made at the time of hire. You will earn vacation benefits according to the following schedule for full-time vacation accruals, unless otherwise determined by the Executive Director:

    Sick Leave
    Regular employees receive 8 hours of paid sick leave per month for full-time employment and a prorated amount for part-time employment. Temporary and seasonal employees are able to earn and utilize up to 40 hours per year of sick leave.
    Family Medical Leave
    In accordance with federal and state law, and the MCDD policy for medical leave, MCDD grants family and medical leave to eligible employees for certain family and medical related reasons.
    Transportation and Wellness Benefit
    MCDD offers a Transportation and Wellness benefit program that provides incentives and subsidies to employees who commute to work using environmentally sustainable transportation methods such as bicycling and public transit, as well as employees who are engage in activities to improve their mental and physical health. This benefit is available to all employees, regardless of classification.
