Job description

Reporting to the Operations Programs and Compliance Manager, the Operations Compliance Supervisor is responsible for supporting and verifying compliance to the LAW, BOF, and Lab authorization bases. The Operations Compliance Officer provides operational participation and oversight to processes which implement and maintain the facility authorization bases (DSA, TSR, HAR, CSMP, ICDs and Environmental Permits). Through this participation and oversight, the Operations Compliance Supervisor provides counsel to the Operations Programs and Compliance Manager and line management on response to issues and management of compliance mechanisms. The Operations Compliance Supervisor involves other functions as required to ensure safe and compliant operations to the authorization bases.
This position shall be performed under the day-to-day direction, control, and supervision of WTCC
MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • Complete required training and maintain qualifications associated with assignments
  • Support timely and accurate implementation of the authorization bases (AB) requirements.
  • Provide expertise necessary to establish, and maintain the administrative, technical, and response guidance necessary for AB compliance.
  • Support the development and implementation of training and qualification of facility management group personnel in AB compliance.
  • Concur with design change/modification which may impact facility AB.
  • Support periodic management assessments to validate and improve processes which implement and maintain compliance to the facility AB.
  • Participate in investigations and corrective actions associated with abnormal events in AB space.
  • Identifying, allocating, tracing, implementing, and interpreting AB programmatic and activity level requirements.
  • Verify traceability of AB contract and regulatory requirements between the requirement management system (RMS) and implementing programs, processes, and mechanisms.
  • Perform LAW, BOF, LAB facility walkdowns to monitor, report, and document the AB compliance status of DFLAW activities to prevent compliance issues
  • Provide 24/7 on-call coverage for AB compliance, notifications, reporting and issue resolution
  • AB event response, notification, and participation in drill exercises
  • Ensuring operating procedures and other work documents comply with and maintain limits established in the Chemical Safety Management Program Description (CSMPD), LAB HAR, and Environmental Permits.
  • Establishing, implementing, and maintaining the required Technical Safety Requirements (TSR) Administrative Controls (AC).
  • Performing surveillances when required to demonstrate compliance with Chemical Safety Management Program (CSMP), Lab Hazard Analysis Report (HAR), and Environmental Permit implementation requirements.
  • Operating within the actions of specific administrative controls (SAC) for Waste Acceptance Criteria for transfer from tank farm to the LAW process receipt vessel and the Spent Carbon Bed Media Disposal Requirements for carbon disposal
  • Reviews and tracks Corrective Action Management Program (CAMP) Condition Reports documenting potential or confirmed noncompliance to safety basis, chemical safety, or environmental issues
  • Reviews technical procedures and work packages that have requirements affecting the safety basis, chemical safety, or environment for compliance
  • Develops implementation checklist for the implementation of modifications to the authorization basis
  • Acts as the Operations Impact Coordinator (OIC) as assigned to sponsor safety basis changes and screening of HAR changes Communicate with other support organizations to ensure operating activities are started and completed as scheduled
  • Make timely, informative notifications when required by facility events and procedures
  • Perform activities and meet the goals and objectives established by the facility management organization
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

Education: High School Diploma or GED. Associate degree in engineering or science or equivalent education desired. Associate degree in related field may be substituted for two years of experience. Bachelor's Degree in related field may be substituted for four years of experience.
Experience: 12 years of experience in/or a combination of startup/operations/maintenance implementation for nuclear or high hazard facilities. At least three years of experience directing the work of others in a lead and/or Supervisory role.
Demonstrated knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards (e.g., INPO, NRC, NFPA).
Technical program management experience, particularly of environmental permitted or highly regulated facilities, is preferred.
Previous vitrification facility, U.S. Naval Nuclear Power, or Facility Management (nuclear facilities) experience is preferred.

SUPERVISORY RESPONSIBILITIES
  • May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them
  • Ensures RACO and RAOP programs are being implemented and compliance is maintained
  • Perform periodic tours of the facility to observe activities and ensure they are being performed safely and in accordance with approved procedures
  • Ensure assigned staff are trained and qualified for their jobs and are physically fit to perform the work

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
Must be able to work in the United States without Sponsorship
Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site.
COMPENSATION & BENEFITS
HIRING SALARY RANGE: $128,402.60 - $206,078.53 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
