After 1st Year: $30.9296 Hourly ($64,334)
After 2nd Year: $31.9439 Hourly ($66,443)
After 3rd Year: $33.0273 Hourly (68,697)
After 4th Year: $34.1418 Hourly (71,015)
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Business Administration, Public Administration, Political Science or Computer Science -AND- two (2) years’ experience in a professional position in business management of governmental administration -AND- three (3) years’ supervisory experience in a legal setting;
-OR-
Sixty (60) semester hours towards a Bachelor’s degree -AND- four (4) years’ experience working in the Legal Division of the Clerk’s office;
-OR-
Five (5) years’ experience in a professional position in a legal environment -AND- three (3) years’ experience working in a court setting.
Experience working with the Michigan Supreme Court Judicial Information Systems (JIS) applications and OnBase is preferred.
GENERAL STATEMENT OF DUTIES: Manages the daily OPERATIONS AND PUBLIC ENGAGEMENT duties of the Circuit Court Legal Record’s Office including the staff scheduling and assignments to complete court record processing within established guidelines; works with judges to provide courtroom support; develops a plan to maintain appropriate PUBLIC ENGAGEMENT at points of access; works in conjunction with the Systems and Operations Manager, when required, to maintain consistent office operations; works under the supervision of the Court Administrator.
STATEMENT OF TASKS:
- Ensure that staff are scheduled consistent with the delivery of services necessary for court operations;
- Work with other court staff on matters related to the delivery of information necessary for self-represented litigants to access self-help resources and to complete filings;
- Obtain a complete understanding of the Michigan Supreme Court, State Court Administrative Office (SCAO) standards, guidelines and orders related to the operation of the office of the Circuit Court clerk;
- Supervises assigned staff and acts as a supervisor of staff not assigned in absence of the manager of systems and records;
- Identifies SCAO training opportunities for staff; develops schedules and plans for participation in conjunction with other court personnel;
- Prepares and disseminates a variety of reports as required by the Court;
- Maintains Court-ordered escrow accounts for Circuit Court and certificates of the Clerk relating to the release of construction and mechanic liens;
- Assists in budget planning with the court financial director and others;
- Serves as liaison with local and state external agencies on court related matters;
- Works in conjunction with other court personnel in a collaborative manner, on issues of common concern to promote effective court operations;
- Law library staff may be included in the scope of work for supervision and scheduling.
- Collaboration with the Legal Resource Center Director on the emerging Legal Resource Center as the successor to the law library is contemplated.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of State and local government structure;
- Knowledge and ability to utilize database formats including Excel;
- Knowledge and ability to utilize personal computers;
- Knowledge of legal terminology and research methods;
- Ability to prepare reports, analyze data and make recommendations;
- Ability to communicate effectively both oral and in writing;
- Ability to develop and maintain good working relationships with Courts, County Officials, other governmental agencies, media and the general public;
- Ability to work independently, collaboratively, and respectfully in a complex, multicultural work environment that values diversity, equity and inclusion;
- Ability to interpret applicable Court rules and statutes;
- Ability to prepare, submit and implement grants;
- Ability to attend work regularly and work under stressful conditions.
