Job description

Summary

This requisition expires on March 22, 2024, but may close earlier if the position is filled prior to the expiration date.
Responsible for the activities and operations of the Open Records program, in accordance with Texas Government Code, Chapter 552 to ensure timely response to requests for governmental records as mandated by the Texas Public Information Act and other state statutes.

ESSENTIAL FUNCTIONS

DUTIES


  • Monitor and assign government record requests to appropriate internal stakeholders; ensure responds for record requests comply with the Texas Public Information Act and other State statues.
  • Perform file search for record requests, including but not limited to, electronic mail; meet with internal and external stakeholders on records requests, as appropriate.
  • Reviews and redacts confidential records before releasing documents to the public, as appropriate.
  • Calculate charges for Open Records in accordance with the Texas Public Information Act; provide charge information to internal stakeholder for appropriate invoicing.
  • Facilitate the delivery of responsive records in a variety of formats and devices.
  • Receive and process Subpoenas for the City Attorney’s Office.
  • Collaborate with internal stakeholders to stay informed of possible and pending litigation and legal holds on records that would require an Attorney General Opinion.
  • Evaluate electronic Open Records programs to ensure compliance with applicable requirements in addressing records requests; provide recommendations on potential adjustments.
  • Facilitate and conduct citywide training on Texas Public Information Act requirements and electronic Open Records program.
  • Stay abreast of changes to the Texas Public Information Act and other applicable statues.
  • Reconcile payments through the payment system, as applicable.
  • Generate reports via the electronic system to address internal information requests.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • High School diploma or equivalent; and,
  • Three (3) years’ experience in a clerical, administrative, or related field; OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
REQUIRED SKILLS/ABILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:
  • Knowledge of the Texas Public Information Act (Freedom of Information Act).
  • Knowledge of the Health Insurance Portability and Accountability Act and other applicable government codes.
  • Knowledge of City of Denton policies and procedures.
  • Skill in moderate problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in analyzing, researching, and compiling data and thoughts to solve problems.
  • Skill at the college level, in reading, writing, speaking, and interpersonal communications, including principles of English and grammar usage.
  • Skill at the intermediate level, working with Microsoft Office 365, and other software systems to complete work.
  • Skill in providing exceptional service to internal and external customers.
  • Skill in interpersonal relationships, including using tact, patience, and courtesy.
  • Skill in active listening; giving full attention to what other people are saying, taking time to understand the points communicated, asking questions as appropriate, and not interrupting at inappropriate times.

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check and social security number verification.
  • Must have or able to obtain certification as a Certified Records Management Officer within three (3) years of employment.

Environmental Factors and Conditions/Physical Requirements

SAFETY

  • Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
  • Safety Sensitive (Subject to random drug testing): No.
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
  • Environment: Works in an office setting office and occasionally in a warehouse setting with exposure to heat, cold, noise, chemicals, odor, dust, and rough terrain; occasionally requires irregular and/or prolonged hours.
  • Travel: Travels to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
