Correctional Industries (CI) within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual to fill a non-permanent Marine Vessel Operator Assistant position. This position is located at McNeil Island Stewardship in Steilacoom, WA.
This position is "On-Call" which means there is no guarantee of hours. This position will fill vacancies in the roster as they arise. Due to the nature of this position the schedule and days off will rotate as needed. This position is overtime eligible after reaching 40 hours in a calendar week.

Correctional Industries (CI) is committed to maintaining and expanding incarcerated worker training programs, which develop marketable skills, instill, and promote positive work ethics, and reduce the tax burden of corrections. This position is responsible for the safe operations of a 24/7 marine passenger vessel and scheduled activities. It ensures the operation is in adherence to schedules, and safeguards/enforces compliance with all applicable U.S. Coast Guard (USCG), U.S. Department of Homeland Security, U.S. Transportation Security Administration, Department of Ecology regulations, as well as applicable RCWs, WACs, directives, regulatory compliances rules and Department of Correction policies

Duties
Duties include, but are not limited to:
As a Marine Vessel Operator Assistant, tasks include:
  • Serves as a Deckhand on inspected passenger vessels up to 100 tons and certified for up to 149-passengers.
  • This position assists the Marine Vessel Operator (Captain) in the operation of the vessel and will be able to operate the vessel in the event of an emergency or should the Captain become incapacitated.
  • Responsible for loading ramps and assisting with vessel maintenance, cleanliness, mooring and unmooring of lines.
  • Under the direction of the Captain, operates the vessel and navigational and communication equipment such as radar, automatic identification systems, and radios.
  • Conducts safety briefings to passengers; Assists in the startup and shut down of engines, generators and conducts check of engines, reduction gears, auxiliary equipment and emergency equipment at start of shift/during the first hour of shift, again during shift, and at the end of shift, adding fluids to engines and other equipment as necessary.
Security checks, inventory, and maintenance:
  • Conducts security checks of vessel at each docking prior to allowing passengers to board; completes daily tool inventories, reporting discrepancies in accordance with current policy.
  • Maintain bilges in accordance with U.S. Coast Guard regulations, Department of Ecology regulations, and best management practices.
Drills, training, and inspections:
  • Under the direction of the Captain, participate in training exercises and response to man overboard, fire response, abandon ship, hazardous chemicals, passenger/vessel safety, Marine Security (MARSEC), and other related subjects as required by Federal, State, or local policies, or that would be necessary for a safe operation.
  • Participate in inspections conducted by the U.S. Coast Guard. This may include answering questions, facilitating tours of vessels, demonstrating skills, and/or conducting specified drills.

Qualifications
Required Qualifications:
  • High School Graduate or GED certificate.
  • One year verifiable experience in the maritime industry as deckhand or engine crew member.
  • Possess a current Transportation Workers Identification Credentials (TWIC) or ability obtain a TWIC within 30-days of employment.
  • Required to maintain a valid driver's license when operating a state or privately owned vehicle on state business.
Preferred Qualifications:
  • Familiar with seamanship duties, line handling, docking/unloading procedures, and basic navigations skills.
  • Knowledge of emergency procedures for passenger vessels (man overboard, fire, and collision).
  • Knowledge of operation of navigational equipment, engine alarms/indicators, controls gauges, and communication procedures.
  • Knowledge of main and auxiliary machinery, steering systems, refueling techniques.
  • Ability to learn and operate single and multi-engine vessels.
  • Ability to take charge during emergencies and direct passengers.
  • Ability to supervise incarcerated individuals performing vessel clean up and maintenance.
  • Ability to supervise incarcerated individuals performing dock maintenance and repairs.
  • Ability to use good judgment while keeping passenger and vessel safety as an utmost concern.
  • One year experience working on vessels of at least 50 tons in either the engine department or deck department.
Special Requirements:
  • Pass a pre-employment drug test.
  • During emergent/disaster situations the incumbent may be required to:
    1. Report for duty on short notice for a specified timeframe;
    2. Report to duty outside of normally scheduled work hours and workdays;
    3. Report to a duty station that is different from the official duty station;
    4. Perform work tasks outside the normal scope of duties.
