Correctional Industries (CI) within theDepartment of Corrections (DOC) is seeking a highly motivated and qualified individual to fill a permanent Marine Vessel Operator position. This position is located at McNeil Island Stewardship in Steilacoom, WA.

Correctional Industries (CI) is committed to maintaining and expanding incarcerated worker training programs, which develop marketable skills, instill, and promote positive work ethics, and reduce the tax burden of corrections. This position is responsible for the safe operations of a 24/7 marine passenger vessel and scheduled activities. It ensures the operation is in adherence to schedules, and safeguards/enforces compliance with all applicable U.S. Coast Guard (USCG), U.S. Department of Homeland Security, U.S. Transportation Security Administration, Department of Ecology regulations, as well as applicable RCWs, WACs, directives, regulatory compliances rules and Department of Correction policies

Duties
Vessel and Dock Operations including tasks such as:
  • Serves as Master of passenger vessels up to 100 gross tons and 149 passengers vessel between McNeil Island and Steilacoom.
  • Oversees all aspects of vessel operations to ensure safe navigation of the vessel by following all applicable USCG, Federal, State and DOC CI agency policies/regulations and Marine Department Operational Memorandums/Standard Operating Procedures as set forth by management.
Supervisory duties such as:
  • During the scheduled shift, supervises deckhands in vessel operations/dock maintenance ensuring that all deckhands are familiar with their duties and carry them out in an efficient, professional and seamanlike manner.
  • Train deckhands in seamanship, boat handling, and watchkeeping as required.
  • Ensure deckhands are positioned to visually see passengers, boat ramps and vessel when loading/offloading passengers.
  • Counsel deckhands on appropriate workplace conduct.
  • Complete supervisory documentation including annual Personal Development Expectations and Evaluations, Position Descriptions, monthly 1 on 1's, and corrective action as necessary.
  • Process leave requests and ensure staff have appropriate leave balances to cover requested time off.
Other duties as assigned, including, but not limited to:
  • Conduct daily walk through inspections of the engine room and decks to ensure stability of the vessel, its seaworthiness and its appearance and neatness of the vessel. Make minor repairs or adjustments to mechanical equipment such as changing impellers/belts.
  • Ensure that equipment checks are performed and work orders are submitted for discrepancies.
  • Ensures that vessels are fueled sufficiently to maintain continuous operations and the requirements of the fuel plan are followed.
  • Perform clear and concise log entries and submit to management any unusual occurrences and incidents by completing an incident/accident report.
  • Conduct visual inspections of vessels and docks. Report any descrepancies and perform general maintenance and repairs of vessels and docks as directed. Duties may include painting, chipping, wash downs, etc.
  • Check and maintain cleanliness of Still Harbor dock and vessels during inclement weather as needed.
  • Conduct crew safety meetings and periodic emergency drills for Man Overboard, Fire, and Abandon Ship as required by USCG.

Qualifications
Required Qualifications:
  • High school graduate or GED
  • One (1) year experience as a Master operating, piloting and maintaining Marine Vessels up to 100 gross tons.
  • Must possess and maintain a valid United States Coast Guard (USCG) 100 ton Masters License (or higher) to operate inspected Marine Vessels up to 100 gross tons.
  • A valid Transportation Workers Identification Card (TWIC) or the ability to obtain a TWIC within sixty days of employment.

Preferred Qualifications:
  • Knowledge of vessel operation, characteristics of single, twin screw vessel.
  • Knowledge of security requirements for Passenger Vessels.
  • Knowledge of hazardous waste operations and best management practices for vessels.
  • Knowledge of basic troubleshooting for marine diesel propulsion systems.
  • Knowledge of basic mechanical skills for marine propulsion systems.
  • Unlimited Radar Observer Endorsement.
  • Knowledge of USCG regulations pertaining to passenger vessel operations.
