JOB SUMMARY:
The primary duties of this position involve the provision of clerical duties including data entry, telephone intake, program referral, application processing, and other support activities for the FCAA Energy Assistance Program. The position involves very frequent public contact via telephone and face-to-face direct client interactions. Direct supervision is received from the Manager of Energy Assistance Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Processes incoming mail, faxes, and electronic mail.
  • Answers energy information questions and requests by phone and electronic mail.
  • Assists with mailing out renewal notices for the energy assistance caseload.
  • Tracks, orders and maintains office and clerical supplies.
  • Enters customer records into the Maryland Office of Home Energy Programs database.
  • Initiates and responds to correspondence from clients, agencies, and vendors.
  • Contacts the utility companies and energy vendors to obtain essential information for client's applications.
  • Educates the public regarding eligibility and required documentation.
  • Creates, updates and maintains manual and computerized files and filing systems.
  • Provides other clerical support as needed.
  • Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:
  • High School Diploma or equivalent.

REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Strong interpersonal communication skills and an ability to work with low-income individuals.
  • Ability to effectively access and utilize computerized systems and equipment including Microsoft Word, Excel, Outlook, and Internet Browser.
  • Ability to function as a team member.
  • Ability to organize work, determine priorities and complete assigned duties in a timely manner with minimal supervision.
  • Ability to work with sensitive, personal information and maintain client confidentiality.
  • Strong and effective spoken and written English communication skills.
  • Ability to develop and maintain effective working relationships with clients, co-workers, staff members from related agencies and the general public.
  • Ability to read and interpret documents using the English Language.
  • Ability to safely drive agency vehicles including sedans and minivans.
OTHER DESIRABLES:
  • Ability to communicate using the Spanish language or languages other than English.
  • Ability to communicate using American Sign Language.

While performing the duties of this position, the employee is frequently required to remain in a stationary position. The employee must occasionally ascend and descend levels and/or stairs. The employee is occasionally required to lift and/or move up to 20 lbs. Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus.
