Job description

Under the general direction of the Program Manager, Public Utilities Commission (PUC) of the Climate Initiatives Branch, the Program and Project Supervisor serves as the highest-level resource specialist and performs very difficult technical work relating to public utilities along with a variety of supervisory, program evaluation, planning, policy analyses, and formulation activities including technical review and feedback to staff on written work products. The incumbent plans, organizes, and directs multi-disciplinary team working on a variety of technical and analytical tasks related to Offshore Wind Planning, and works to provide a positive working environment for that team. The incumbent also confers with and assists the Branch Manager, Executive Leadership, and Commissioner leadership on Division policies and objectives and coordinates the work of the section with other sections of the Division. In addition, the incumbent represents and supports the Division and Commission in meetings, briefings, conferences, and workshops, engaging other agencies, the Legislature, companies, research organizations, communities, and other stakeholders; participates in investigations and hearings and testifies as an expert witness in proceedings before the Commission and courts; and prepares correspondence and reports.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of the Energy Commission's Clean Energy Implementation Planning Program.
  • Knowledge of Offshore Wind energy development initiatives.
  • Knowledge of land-use screens from solar, terrestrial wind, energy storage, and transmission infrastructure planning.
  • Experience with the principles and methods of personnel management and supervision.
  • Experience planning and coordinating the work of a multi-disciplinary staff.
  • Ability to manage multiple projects with varying priorities and supervise various staff assigned to each project toward the production of timely, quality work products.
  • Ability to represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences and hearings sponsored by assigned Committees/Commission.
  • Excellent writing, editing, communication, and organizational skills.
  • Experience analyzing complex data and preparing and presenting complex and comprehensive reports and recommendations orally and in writing.
