Project Overview

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required. This BGAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires BGCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.  

 

Position Summary

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for an Office Services Assistant at the Richmond, KY mall location. This position will report to the Office Services Manager at the BGCAPP project. Role performs daily activities of Office Services functions, such as conference room setups, front desk coverage, checking in visitors, door entry verifications, space allocation, office moves, leasehold improvements, renovation activities, reproduction, telephones, communications, mail and shipping, messenger service, travel, records storage, office supplies, furniture and equipment moving, purchasing, receiving, plumbing, janitorial, stocking, janitorial assistance and miscellaneous services. Participates in the development of new or improved systems and procedures.  May coordinate and/or direct subcontractor personnel involved in assigned area of responsibility. May include contacting managers, department/group leads, vendors, suppliers, contractors and counterparts in other offices.

 

This is a long-term assignment with a 5-8s or 4-10s schedule at the discretion of the Office Services Manager. The work hours are from 9:00am – 5:30pm or 6:300am – 5:00pm. This position may require additional overtime hours as deemed necessary.

 

Responsibilities

  • Performs daily activities of any or all the Office Services noted above as required, which may utilize applicable automation tools under close supervision
  • May assist in the development of reports, processes, procedures and desktop instructions to improve or maintain the quality of Office Services functions
  • Prepares regular or special reports. May participate in preparing or monitoring budgets
  • Schedules work activities, monitor schedules, and maintains necessary logs
  • Maintains extensive stock of consumables in multiple facilities
  • Carry boxes and furniture as required sometimes on stairways.
  • May assist with oversight of subcontract personnel to assure proper execution implementation of subcontract's scope of work, including but not limited to full-time janitorial subcontractor personnel, as well as part-time staff involved in machine repairs, water dispensers and shredding subcontracts
  • Provide customer service for customer “on-demand” work requests
  • May prepare or provide input to work planning
  • Maintains awareness of developments in equipment, software applications, technology, and processes related to applicable service area(s)
  • May help in the selection of suppliers
  • May perform receiving, sorting, and delivering incoming and outgoing inner-office mail
  • May assist with processing procurement and accounts payable documents
  • May be required to self-perform routine facility related maintenance (e.g., clear toilet obstructions, janitorial assistance, installation of sinks and/or toilets, vacuuming, mopping, troubleshooting and/or fixing minor leaks, installing shelving)
  • Operate a scissor lift to perform elevated tasks
  • Drive various types of vehicles – all sizes
  • Properly secure loads for transport
  • Performs other work assignments as required
  • Contributes to work process improvement
  • May provide daily support to building reception/front desk involving meet & greet of employees and visitors, monitoring CCTV cameras and perform access control duties.

 

Qualifications and Skills

Basic Qualifications

  • Must have a high school diploma or equivalent and 5 years of related experience
  • Must have a valid driver’s license
  • Must be a US Citizen or have the right to work and remain in the U.S. without sponsorship
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety).

 

Minimum Qualifications

  • Effective interpersonal and customer service skills
  • Ability to safely move and relocate heavy furniture (e.g., wooden desk, credenza, conference room table) using appropriate hand truck and dolly
  • Ability to operate scissor lift and/or articulating boom lift (with appropriate training)
  • Ability to safely move and climb a 12-foot ladder
  • Ability to safely and regularly lift and carry 60 lb. boxes
  • Ability to safely handle and operate all various small tools (hammer, level, cordless drill, etc.)
  • Ability to safely hang 3' x 5' dry-erase board single-handedly
  • Familiar with accessing Internet applications for shipping, receiving and tracking packages/letters
  • Ability to perform basic mathematical calculations and conversions
  • Excellent written and verbal communication skills, including spelling, grammar, punctuation and proper use of syntax
  • Possess a working knowledge of Microsoft Excel, Word and Outlook – Office 2010 or later
  • Ability to operate company vehicles as necessary
  • Ability to schedule effectively
  • Ability to organize and maintain department filing systems and share drives.
  • Ability to work overtime and/or hours outside of normal work periods
  • Ability to assemble/disassemble office partitions/cubes/furniture

 

Preferred Qualifications

  • Strong organization skills and proactive problem solver
  • Strong communication skills
  • Previous experience with hand tools (cordless drills, saws, hammer, level, etc.)
  • Previous experience with the relocation of furniture or similar items and capability of navigating up and down flights of stairs
  • Ability to work effectively on a team and as an individual contributor
  • Ability to extract, compile and assemble data for the preparation of reports
  • Ability to handle multiple in-depth assignments while maintaining attention to detail and accuracy
  • Proven customer service skills and ability to satisfy customer requests in a timely manner
  • Previous experience in handling multiple customer requests with high accuracy in fulfillment of requests
  • Basic to intermediate skills using Microsoft Access 2010 or later

 

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
