This position is located in the Louisiana Department of Health’s (LDH) Bureau of Chronic Disease Prevention and Healthcare Access (BCDPHA), branded Well-Ahead Louisiana. Well-Ahead is responsible for improving the health of Louisianans by preventing and/or controlling chronic disease and relevant risk factors by promoting policy, systems and environmental changes (PSE), as well as healthy behaviors and education, utilizing evidence-based interventions and leveraging resources through collaborative public and private partnerships to maximize health outcomes for our residents. This position has responsibility for implementation of (PSE) strategies to increase access to healthier foods statewide through the CDC’s State Physical Activity and Nutrition (SPAN) grant.

65% Nutrition-based PSE Strategy Coordination

  • Lead the execution, reporting and coordination of CDC’s State Physical Activity and Nutrition (SPAN) grant activities related to nutrition.
  • Provide regular technical assistance to local communities throughout the state and training opportunities to partners and stakeholders to support the execution of work plan strategies and activities.
  • Collaborate with internal and external partners for regional and statewide representation of the Food Policy Action Council in parishes with high disparities.
  • Identify and recruit partners and to assist in the development of the Louisiana Food Policy Action Council’s strategic planning processes to include health equity priorities.
  • Assist with external partners food system summits and professional development opportunities related to access to healthy foods.
  • Conduct regional needs assessments to assess policy and network gaps statewide related to nutrition insecurity.
  • Collaborate with external partners to develop and market additional Early Care and Education Modules related to childhood obesity and implement nutrition and breastfeeding strategies and activities statewide.
  • Collaborate with Well-Ahead Surveillance and Evaluation team to develop an evaluation plan.
  • Participate in regular professional development opportunities to develop and maintain subject matter expertise in strategies for increasing access to healthy foods
  • Assist with food service guideline implementation into existing bureau programs, state-level policies and procedures, and organization-level policies and procedures.
  • Participate in meetings, collaboratives, webinars, workshops, and summits related to healthy communities work surrounding food and nutrition insecurity.
  • Assist the communications team in development of nutrition website content to educate on technical assistance opportunities.
  • Assist in the awarding and execution of mini-grants with selected recipients, ensuring funds are properly spent and all required reporting is completed in a timely manner.

· Provide technical assistance to childcare centers receiving grant funds to implement nutrition strategies.

· Participate in evaluation of grantee progress, experience, and sustainability.

  • Assist in the development of a statewide recognition program to promote community-based implementation of PSE strategies related to nutrition. This includes:

· Developing a set of evidence-based benchmarks representing PSE changes for communities to implement to become a Community WellSpot

· Maintaining an online database of resources to support benchmark implementation.

25% Grant Tracking and Contract Coordination

  • Effectively track and ensure execution of all assigned grant activities in a timely manner.
  • Participate in all grantee project officer calls, webinars, training, and conferences. Assist in the initiation and execution of contracts to carryout grant deliverables.
  • Assist in drafting and finalizing contracts and Memorandums of Understanding.
  • Monitor programmatic aspects of those agreements assuring with requirements/deliverables.

10% Other

  • Travel in and out of state as necessary to fulfill job duties and support program deliverables, including but not limited to conferences, seminars, meetings, summits, trainings, provision of technical assistance, provision of professional development events, etc. Ensure statewide availability of necessary trainings and meetings.
  • Complete other duties as assigned.

Minimum Qualifications:

A baccalaureate degree plus a minimum of 2 years professional level experience in youth preventative services, public health, health education, nutrition, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations. A master's degree in public health; counseling; social work; psychology; health education, public, or health administration will substitute for one year of the required experience.

Desired Skills, Knowledge and Abilities:

  • BS/MS/MPH in Public Health, Health Education, Nutrition, or other related field preferred
  • Prior experience in providing support to organizations to implement PSE strategies.
  • Prior experience in partnership development and/or leading partner groups, coalitions, etc.
  • Some statewide travel required
