ABOUT THE POSITION
The County of Riverside - Riverside University Health System - Public Health Department is currently recruiting for a Nurse Manager for The Disease Control branch in Riverside, CA. The ideal candidate for this position will possess knowledge of infectious diseases.
Incumbents in this position will be responsible for the following:
  • Supervise Disease Control staff.
  • Participate on committees as assigned by branch chief.
  • Assist with Quality Assurance Improvement Program (QAIP) activities.
  • Conduct performance evaluations.
  • Assist with various outbreak investigations.
  • Serve as a resource to staff on disease investigations.

Work Schedule: 9/80 or 5/40
License: Possession of a current license to practice as a Registered Nurse in the State of California.
A CADL is required.
Certificate:Public Health Nurse (PHN) certificate and Basic Life Support (BLS) certification from the American Heart Association.

EXAMPLES OF ESSENTIAL DUTIES
• Coach train, manage, organize, direct, and review the total scope of patient care services provided in major or multiple patient care units, clinics, branches, or programs on a 24-hour basis.
• Prepare, review, and assist in the development of the capital equipment budget plan; provide input into preparation of personnel and operating budgets; accountable for budget variances for all major or multiple units, clinics, or programs as assigned.
• Provide leadership in decisions regarding scheduling, assignments, management, and staffing.
• Develop, revise, and implement policies, procedures, standards of care and practice, and goals and objectives for a unit, clinic, branch, or program.
• Establish and communicate expectations and performance standards to staff; evaluate the performance of staff to assure compliance with regulatory standards, policies, procedures, and standards of care and practice, including the goals and objectives of the organization.
• Provide management oversight and promote consistency to ensure staff compliance with the Department's policies and procedures, and regulatory, licensure, and accreditation standards.
• Interview applicants and recommend hiring decisions to administrative designee.
• Identify learning needs and oversee the orientation and training of staff; coordinate the training of students within patient care units, clinics, and programs.
• Collaborate with physicians and other department managers to ensure quality patient care and efficient and effective unit or program operations.
• Identify opportunities for improving patient care and operations in units, clinics, branches, or programs; establish objectives to be achieved, and plan, implement, and evaluate the action plan for achieving improvements; initiate and/or conduct audits to identify areas requiring improvement.
• Communicate pertinent information, special instructions, and standards with staff and consider ideas and/or suggestions received from staff.
• Foster staff development through performance appraisals, constructive feedback, and recognition of exceptional abilities and education; administer progressive disciplinary action when needed.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in nursing. (Additional qualifying experience may substitute for up to two years of education on the basis of 30 semester or 45 quarter units equaling one year of the required experience.) A Master's degree from an accredited college or university in nursing is preferred.
Experience: Four years of supervisory experience as a registered nurse in an acute care hospital or non-acute healthcare facility, Public Health clinic or program.
Knowledge of: Principles of leadership and management; nursing processes and its application in patient care; licensure, accreditation and regulatory requirements; staff scheduling; performance evaluations; group dynamics; progressive disciplinary action; teambuilding and conflict management; problem-solving and management techniques.
Ability to: Implement the principles of leadership and management in the nursing process; ensure compliance with Department goals, objectives, strategic plan, policies and procedures; prepare and maintain reports and clinical records; communicate clearly via oral and written methods; monitor critical practice indicators, identify opportunities for improvement, and guide implementation of the action plan; analyze and maintain budget accountability; establish, communicate, and monitor performance standards and expectations; manage time effectively; make sound decisions using problem-solving skills; use productive group dynamics to achieve teamwork.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108 months = 10.46 Hours
108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
