Want to work with a great team in one of the most beautiful parts of Washington State? Join the Department of Natural Resources (DNR) Northeast Region team, based out of Colville, WA as the Northeast Region Biologist.
The Region Biologist position serves as the Northeast Region specialist on the integration of federal and state regulations with DNR's Policy for Sustainable Forests, 20-Year Forest Health Plan, Lynx Habitat Management Plan, Loomis State Forest Landscape Plan, and DNR policies, procedures, and guidelines, as they relate to Fish and Wildlife, and Fish and Wildlife habitats. This important work is dispersed over two districts comprising of 566,000 acres of trust lands within six counties, including Stevens, Spokane, Okanogan, Ferry, Pend Orielle and parts of Lincoln.
The Region Biologist provides expert consultation to field managers, foresters, engineers, and region management staff on Fish and Wildlife issues. This position is also the supervisor for two Fish and Wildlife Biologist 2 positions that help with the technical consulting services this program provides.

Duties
Responsibilities:
State Lands Management
  • As the designated lynx conservation and habitat management expert for the DNR as a whole, writes biological opinions.
  • Writes and pursues variances to plans and/or policies and procedures when situations warrant.
  • Assist state lands personnel in developing harvest prescriptions for maintaining biodiversity and improving forest health conditions.
  • Provide consulting services to managers, foresters, and engineers on Fish and Wildlife issues.
  • Work with field personnel to integrate the Policy for Sustainable Forests policies, Forest Practices Act rules, Lynx Habitat Management Plan requirements, Loomis State Forest Landscape Plan strategies, and the Habitat Conservation Plan dealing with Fish and Wildlife into operational forest management plans and activities.
  • Review and research all proposed timber sales for state and federally listed species and other species of concern for presence and/or habitat suitability and submit reports to field staff and region management as necessary.
  • Review packets and/or documents prepared for land management activities (e.g., timber sale packets, silviculture contracts, right-of-way documents, and agriculture leases) to ensure Fish and Wildlife elements are adequately identified and addressed.
  • Assist in planning and testing of timber sale management activities related to Fish and Wildlife and Fish and Wildlife habitat, and audit completed timber sales for compliance with department policies, plans, and other state and federal requirements.
  • Attend and participate in professional and scientific meetings, conferences and seminars, staff meetings, and pertinent agency training.
Planning
  • Work in cooperation with Forest Resources Division's Scientific Support section in updating and revising the Lynx Habitat Management Plan.
  • Coordinates with Division Scientists to implement the region's biennial Implementation and Effectiveness Monitoring Report.
  • Responsible for the completion of the agency Lynx Report on a biennial basis.
  • Collaborates with the US Fish and Wildlife Service, WA ST Dept. of Fish and Wildlife, Washington State University, University of Washington, etc.
  • Helps develop and implement landscape plans to integrate forest management, forest health, fire resiliency, and Wildlife objectives for specific areas and/or species of concern.
Research
  • Act as region project manager for projects requiring expertise in Fish and Wildlife management planning, testing, activity result monitoring, etc.
  • Acts as the region representative for research projects conducted within the Northeast Region.

Qualifications
Required Qualifications:
  • A Bachelor's degree in fisheries, wildlife management, natural resource science, or environmental science; AND, Five years of professional experience in wildlife management or wildlife research, or habitat management or habitat research, or a combination of education and experience equivalent.
  • Experience with theory, principles, and practices of wildlife management and their habitat associations as applied to the northwestern United States.
  • Experience implementing state and federal laws and regulations associated with wildlife and their habitats.
  • Experience in biological research (planning, design, data collection, GIS data manipulation, modeling, analysis, and interpretation).
  • Experience developing expert-level knowledge of Forest Practice Rules; conservation strategies and implementation of policies, procedures, and agency plans and guidelines as they relate to fish/wildlife and fish/wildlife habitat.
  • Ability to prepare written reports, memos, forms, records, and field notes.
  • Experience forming collaborative partnerships, finding workable solutions, and communicating effectively, both orally and in writing.

Special Requirements and Conditions of Employment:
  • The assigned duty station is the Northeast Region Office. The work is performed both in an office setting and in the field, often under inclement weather conditions. Incumbent must be able to traverse uneven terrain in all weather conditions.
  • The position requires time in the field traveling alone between program activities and the work center. Overnight travel may be required 1-2 nights per month.
  • A valid unrestricted driver's license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • A Master's degree or Ph. D. in fisheries, wildlife management, natural resource science, or environmental science.
  • Knowledge of current agency policies and procedures relating to wildlife and their habitats.
