 WILDLIFE AREA MANAGER
 FISH & WILDLIFE BIOLOGIST 3

 

Wildlife Program – Lands Division

Wenatchee, Washington – Chelan County

 

This position may be eligible for telework.   The default assigned work location of all WDFW positions – both on-site and telework-eligible positions – are within the State of Washington.  Frequency of onsite work will vary based on business and operational needs.

 

Serve as a senior-level professional biologist within the Chelan Wildlife Area, and support DFW’s mission by implementing or overseeing land management actions such as habitat rehabilitation, vegetation management, operation and maintenance of a shooting range, fence maintenance, boundary signage, and trail and access maintenance.

 

Monitoring of priority habitats and species is an important function of this position, as well as maintaining good neighbor relationships and communicating emergent issues and challenges.

In this dynamic role, you will negotiate and administer leases and management agreements.

 

With your experience, you will monitor lease and management plan compliance.

 

We are seeking a candidate to seek and/or support efforts to seek grant funding opportunities to preserve, protect, and perpetuate fish and wildlife and/or recreational opportunities.

Duties

Here is some of what you will be doing:

 

Implementation of management plans. In addition to communicating, coordinating and collaboration with senior staff, this position monitors projects and activities: 

  • Be the point person for emergent issues stemming from WDFW land management in the assigned area.
  • Implements field projects.
  • Conducts field inspections and gathers data.
  • Identify, write, acquire, and manage grants.

 

Supervises, trains, and evaluates work performance for Wildlife Area staff, Washington Conservation Corps (WCC) crews, volunteers, correction crews, and/or contractors: 

  • Coordinates and oversees projects, contracts, and WCC crews, and volunteer activities in support of agency mission and regional priorities.
  • Plans, assigns, and reviews the work of staff, adjust assignments and schedules to respond to fluctuating workloads and emerging issues.

 

Provides technical expertise to staff that may include water rights, agricultural leases, vegetation management, outdoor recreational activities, commercial use, etc., that occur on the Chelan Wildlife Area. Performs public outreach in various formats including in field contacts, public meetings, and organized events:

  • Responding to various inquiries and participating in meetings, such as District Team, Wildlife Area Advisory Committee, etc., to discuss items listed in the duties above.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • office setting that includes reading, writing, phone, and computer use and may include travel for field duties (see Travel Requirements). Hazards include working around pesticides and heavy equipment, and working in inclement weather in remote areas. Must be able to walk over difficult terrain, lift and carry at least 40 pounds short distances to load and transport equipment and gear, operate a backpack sprayer with a 25-pound load in steep terrain, and operate a variety of equipment that may include ATVs and tractors.
  • Schedule:
    • 8:00 AM to 5:00 PM, Monday through Friday.
    • Duties occasionally require work more than 40 hours per week.
  • Travel Requirements:
    • Occasional overnight travel is required (~6 days/year).
  • Tools and Equipment:
    • Heavy equipment, spray tanks, backpack sprayers, hand tools, etc.
  • Customer Interactions:
    • Effective negotiation and communication with clients, local government officials, agricultural operations, and special interest groups.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor's degree in wildlife management, natural resource science, or environmental science.
And
 
  • Three (3) years of professional (paid) experience in wildlife management, wildlife research, habitat management, or habitat research. 
    • Please note:
      • A Master’s degree in the applicable science will substitute for one (1) year of the required experience.
      • A Ph.D. in the applicable science may be substituted for two (2) years of the required experience.
Or
 
  • Two (2) years as a Fish & Wildlife Biologist 2.
License:
  • Valid driver’s license.
Special Requirements/Conditions of Employment:
  • Pesticide applicators license within 6-months of hiring.
 
PREFERRED QUALIFICATIONS:
 
In addition to the required qualifications above, our ideal applicant will also have some or all of the following:
  • Basic understanding of farm machinery and implements, heavy equipment operation, and general maintenance.
  • Basic understanding of integrated pest management.
  • Familiarity with cultural and environmental compliance.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
