Depending on selected candidate's qualifications, salary is up to $124,654 annually.
Flexible work arrangements (hybrid) are available for this classification based on the selected candidates' level of experience and demonstrated competency.

DEFINITION: Under the immediate supervision of the Senior Technology Systems Analyst, the manager of the Technology department, the Network Systems Analyst series installs, configures, modifies, and maintains all network, server, storage, and voice infrastructure components within the organization; and performs related tasks as required.
DISTINGUISHING CHARACTERISTICS: The Network Systems Analyst series performs the network, voice/telecom, server and/or storage administrative functions which may include the following: design and implement enterprise networks; analyze, develop, modify, implement, and maintain systems software; integrate computer hardware and software into the network infrastructure; provide information and assistance to customers; log and track the nature and resolution of these problems. Tasks may involve every aspect of technology within the organization, from network configuration to computer installations in the field.
The Network Systems Analyst series is distinguished within the department by the incumbent's ability to work independently to solve problems and execute various technologies. The Network Systems Analyst I is the entry-level classification in this series. Incumbents perform the more routine infrastructure support work. The Network Systems Analyst II level is the experienced level classification in this series and differs from the Analyst I level in that incumbents are sufficiently trained to perform more difficult assignments with minimal supervision and review. The Network Systems Analyst III level is the advanced level classification in this series and differs from the Analyst II level in that incumbents perform the most complex assignments with a greater degree of independence.

ESSENTIAL FUNCTIONS - Typical Tasks: The information below is meant to serve as samples of job duties and responsibilities for this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.
All duties are subject to limitations established by the Court's procedures, policies and guidelines. All duties are performed in accordance with California State Law, Rules of Court, and established statutes, rules, and procedures.
  • Installs, configures, maintains and supports Cisco network, VoIP, and Wireless infrastructure across a dispersed WAN consisting of 5+ sites.
  • Installs, configures, maintains and supports extensive VMware virtual server environment.
  • Installs, configures, maintains and supports general server hardware and software systems, and SAN. All servers are blade chassis based servers.
  • Installs, configures, maintains and supports Microsoft Active Directory including Group Policy, Sites and Services, Microsoft Exchange, and Microsoft SQL.
  • Installs, configures, maintains and supports Microsoft Windows and various Linux foundation operating system products.
  • Responsible for all data backup systems (on-site/off-site), backup strategies and site/disaster recovery planning, including the integrity and reliability of all backed up data.
  • Responsible for access and security administration, including monitoring and end-user access support, and IP enabled security electronics systems.
  • Tests new technology and keeps current on latest technology trends and disciplines to assist in planning for short, mid, and future systems.
  • Develops and complies with technical operating procedures and policies; including change management.
  • Completes work orders within service desk management system, ticket tracking/escalation system, or from user calls, involving hardware, software, and/or network problems.
  • Determines the nature of problems by troubleshooting operational systems, testing connections, hardware, and software; and by consulting with Technology department and other technical staff, including outside vendors.
  • Coordinates site preparation and ensures that power, cabling, and communication requirements have been met prior to equipment installation and to meet "room/site ready" state.
  • Compiles statistics on network, hardware, and software performance, including general monitoring and reactive investigation as needed.
  • Works with LAN wiring for patching on access-layer in wiring closets and in the field.
  • Helps design, implement, monitor and maintain an enterprise network using LAN/WAN/MAN inter-networking technology, including various network protocols and management systems software.
  • Works with data circuit providers to troubleshoot Internet, WAN and extranet circuits/interfaces.
  • May provide training and support to Technology department and other court personnel.
  • Prepare and maintain project reports.
  • Maintains punctual and regular attendance.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Experience:

NETWORK SYSTEMS ANALYST I: At least one (1) year of full-time work experience equivalent to that gained as a Network or Telecommunications Specialist, Network Systems Engineer or Administrator, or other related classification.

NETWORK SYSTEMS ANALYST II: At least two (2) years of full-time work experience equivalent to that gained as a Network or Telecommunications Specialist, Network Systems Engineer or Administrator, or other related classification.

NETWORK SYSTEMS ANALYST III: At least four (4) years of full-time work experience equivalent to that gained as a Network or Telecommunications Specialist, Network Systems Engineer or Administrator, or other related classification.

AND

Education: A Bachelor's of Science from an accredited college or university in Engineering, Information Technology, Computer Science, or a closely related field is desired.

OR

Current Certification of any of the following: a Microsoft Certified Systems Engineer (MCSE), CISCO Certified Internetwork Expert (CCIE), Cisco Certified Voice Professional (CCVP), Microsoft Certified Professional (MCP), Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP) or other advanced applicable certification.

OR

Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities listed above as determined by the Court Executive Officer.


License: Possession of valid Class "C" California Driver's License is required.

BACKGROUND INVESTIGATIONS: Convictions, depending on the type, number and date, may be disqualifying. Court employees shall be subject to a modified background investigation and fingerprinting. False statements or omission of facts regarding background or employment history may result in disqualification or dismissal.EXPECTED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
  • LAN/WAN/MAN networking technologies and dispersed topologies, including, but not limited to VLAN, routing, switching, VPN, multi-zoned firewalls with Internal/DMZ/Extranet/Internet.
  • Cisco hardware and IOS/NX-OS, including proficient management experience through CLI and ASDM.
  • Multiple routing protocols, including MPLS, BGP and EIGRP.
  • Cisco Voice over IP (VoIP).
  • Cisco enterprise wireless topologies, including anchoring and multiple SSID and channel management.
  • Storage Area Network (SAN) administration and configuration; fiber channel technologies, and fabric management.
  • VMware virtual server environments.
  • Servers, blade servers, and blade chassis products and environments.
  • Backups, restores and disaster recovery strategies.
  • Server and desktop operating systems (i.e. Windows and Linux).
  • Server/Client model architecture and datacenter environments.

WORKING CONDITIONS: The incumbent will primarily work in a climate-controlled office setting under artificial lighting. Incumbent may also be required to travel and occasionally be exposed to a variety of altering weather conditions (extreme cold or hot weather).
Physical Demands:
  • Strength, dexterity, coordination, and vision to use a keyboard, computer monitor, and other office equipment on a daily basis and for extended periods of time;
  • Fine finger manipulation, dexterity, and coordination to handle cables and single pieces of paper;
  • Forceful and repetitive gripping, grasping, and pinching;
  • Occasional lifting and carrying of objects weighing up to 50 lbs. such as CPU's, monitors, and other equipment;
  • Frequent reaching for items on shelves, above, at, and below desk/shoulder level;
  • Exerts up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move, torque, twist, push, and pull objects;
  • Frequently sit for extended periods; frequently stand for extended periods; and frequently walk, move, bend, kneel, crawl, stoop, lift, and stretch;
  • Able to traverse inside and outside over uneven ground and pavement;
  • Employees are regularly required to verbally communicate both in person and by telephone;
  • Corrected hearing and vision to normal range.

As of November 19, 2021 all court personnel are required to be fully vaccinated with the COVID-19 vaccine.
