Non-Union, Full-time position, Grade 11 (Starting Salary Range: $78,977 - $97,531; DOE)
This is not a remote position.

POSITION SUMMARY
Assigned to the Technology Support Services work center, the Network Engineer maintains the foundation upon which FEC’s information and communications technology (ICT) infrastructure resides.  Responsible for the design, implementation, and optimization of the enterprise network architecture.  He/she is the resident technical subject matter expert in network analysis, design, and configuration.

ESSENTIAL FUNCTIONS
  1. Provide hands-on support, maintenance, performance monitoring, and optimization of all LAN/WAN infrastructure components including physical cable plant, wireless, and associated equipment.
 
  1. Serve as a technical advisor to management on issues related to network design, availability, capacity planning and the procurement of network equipment and supplies.
 
  1. Create and maintain documentation as it relates to network configuration, network mapping, processes, and service records.
 
  1. Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.
 
  1. Identify potential areas where existing policies and procedures require change.
 
  1. Facilitate technical training sessions within the department and mentor less experienced technicians.
 
  1. Proactively analyze, troubleshoot, resolve, and report all network security issues.
 
  1. Perform network installations, upgrades, training, documentation, monitoring and analysis.
 
  1. Perform tasks related to asset management and inventory of ICT equipment.
 
  1. Serve as a member of the IT On-call team.
 
  1. When possible, perform tasks with minimal disruption to the daily needs of FEC.
 
  1. Always assist members/vendors/employees and the general public in a courteous and professional manner ensuring their continued satisfaction with FEC.  Work in harmony and show respect to all fellow employees in order to promote an effective and pleasant working environment.
         
  1. Maintain ongoing communication with supervisor regarding situations requiring immediate attention, problems/concerns, questions, etc. 
 
  1. In pursuit of zero workplace incidents, promote and maintain a positive safety culture while adhering to all applicable policies outlined in the Safety Manual.  Report all incidents and potential safety hazards in a timely manner to supervisor or Safety Coordinator.
 
  1. Become familiar with and keep current with FEC objectives and applicable policies. 
 
  1. Perform other duties as assigned by management applying the same skill and enthusiasm as with regularly assigned responsibilities.
 
MINIMUM POSITION QUALIFICATIONS
Education:  Bachelors Degree in Network Engineering or related field of study preferred.
                    
Job Related Experience:  5 to 10 years in detailed knowledge of secure network switching and routing, wiring, and cabling, and network management. Working Knowledge of basic information security principles. Working Knowledge of security best practice guidelines (ISO 17799, NIST, etc.). Skilled in the application of network capacity planning, network security principles, and general network management best practices.Supervision: No Experience Supervising Required.
 
Computer Skills: 
  • Required experience in performance tuning, hardware refresh, monitoring, backup and recovery, and security. 
  • Detailed knowledge of:
 a. Microsoft Active Directory.
 b. TCP/IP networking including IP Classes, subnets, multicast, NAT.
 c. Microsoft OS and server technologies.
 d. Remote Desktop Services.
 e. Backup and disaster recovery methodologies.
 f. Patch management processes.
 g. Wireless protocols and services.
  • Hands on experience with firewalls, routers switches and gateway devices.
  • Practical application of PowerShell scripting techniques to automate network management processes. 
  • Competency with testing tools and procedures for data circuits.
Certificates & Licenses:  CCNA, CCNP or otherindustry recognized certification that validates the ability to plan, implement, verify, and troubleshoot local and wide-area enterprise networks. 
 
Other Qualifications
  • Able to work 40 hours per week with additional time as needed.
  • Present a professional appearance at all times.
  • Valid Montana Drivers License and be insurable to drive FEC vehicles.
  • Able to travel occasionally out-of-area and/or overnight.
  • Be a team player with effective verbal and written skills.
  • Assume responsibility without direct supervision, display initiative and exercise good judgment.
  • Legible handwriting.
  • Be organized, accurate and exercise strong attention to detail.
  • Possess proven ability to maintain confidentiality.
  • Able to establish and maintain working relationships with a variety of individuals, some of whom have opposing points of view.
  • Ability to focus and make appropriate decisions when dealing with emergencies, stress and deadlines.
  • Ability to apply expert knowledge of Network Engineering to complex problems and to direct, train, and guide less experienced technicians.

WORK ENVIRONMENT
Will be working mostly indoors but will occasionally be required to participate in activities outdoors in all types of weather and terrain.
